The temporary personnel services requested are needed to support the on-going design and development of information technology systems consistent with enrollment goals and federal and state law and rules. The IT Specialist will work closely with New York State of Health (NYSoH) plan management program staff to provide technical expertise for the creation and development of comprehensive access/oracle data bases for product plan offerings and consumer complaints.Responsibilities: Technical design, development, testing, and tuning of the comprehensive MS access/oracle databases. Interaction with users to troubleshoot problems and gather requirements. Track and document changes to functional and technical specifications. Design, develop, and thoroughly test all enhancements, interfaces, workflow, reports, and perform data conversion. Assist with the development of training related to the access database implementation for users Required: 84 months of experience in Information Technology supporting complex software systems or applications. 84 months of experience analyzing complex business processes and creating and reviewing test plans. 84 months of experience documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals. 84 months of experience providing written communications to business owners, IT program team members, and management. 84 months of experience working with Health Insurance or the Affordable Care Act or Medicaid which includes Eligibility and Enrollment 84 months of experience with ETL tools, batch jobs, Rational Quality Manager, Report Development using IBM Cognos or HIPAA compliant X12 format for EDI transactions 60 months of experience in reviewing and evaluating technical specifications for compliance with business objectives and requirements
