HIT Application Programmer — SharePoint / Power Platform Developer
About the Opportunity
CAN Softtech is seeking a senior SharePoint and Power Platform developer to join a newly awarded federal health research IT program in Bethesda, Maryland. The contract includes a base year and four option years.
You'll be the hands-on builder on a two-person technical team supporting an enterprise Microsoft environment for approximately 180 users. The work spans SharePoint Online and SharePoint Subscription Edition, Power Apps and Power Automate, .NET applications, Qlik Sense analytics, and SQL databases.
Roughly half the role is planned project work, including a migration of about 20 SharePoint sites to SharePoint Online. The other half is responsive: staff across the organization request fixes, enhancements, and training, and you'll respond within one business day. It's varied work with direct contact with the people using what you build. If you want to spend a year inside a single system, this isn't the right fit.
What You'll Do
Development
Build and maintain SharePoint Online and SharePoint Subscription Edition sites, lists, libraries, sub-sites, workflows, and permissions in accordance with the customer's governance plan
Develop Power Apps, Power Automate flows, and Dataverse components
Perform .NET design and development; maintain legacy solutions built in SharePoint Designer
Execute migration work including content, lists, libraries, workflows, and permissions; validate data integrity and resolve migration defects
Develop Qlik Sense applications and analytics solutions
Support database work across SQL Server and Azure SQL: schema changes, performance tuning, and data integration
Implement automated abstraction, taxonomies, and ontologies; support search engine optimization on web properties
Testing and Quality
Perform unit, integration, and system testing; coordinate user acceptance testing using iterative Agile practices
Deliver Test Plans five business days before testing begins and Test Reports one business day after completion
Run SonarQube scans and remediate static and dynamic application security testing findings by severity
Confirm resolution of Critical and High severity defects prior to production deployment
Documentation and Support
Submit all custom source code to the designated repository with documentation of functionality, deployment procedures, and system dependencies
Maintain standard operating procedures and document all site changes
Respond to maintenance requests within one business day and begin approved work within a week of approval
Training and Accessibility
Deliver end-user training sessions on SharePoint and Power Platform solutions
Ensure all applications, documents, graphics, and multimedia meet Section 508 accessibility standards, including captioning and audio description
Required Qualifications
10 years of progressive experience in enterprise SharePoint architecture and administration
5 years supporting Microsoft 365 and SharePoint Online environments
Demonstrated experience leading SharePoint migration initiatives from on-premises and/or SharePoint Subscription Edition to SharePoint Online
5 years architecting solutions across healthcare, document management, and grant management domains
Experience operating within federal or similarly regulated IT environments
Demonstrated knowledge of federal cybersecurity requirements, including FISMA Moderate and NIST SP 800-53
3 years of hands-on experience with commercial AI platforms such as Microsoft Copilot or AI Builder
Working knowledge of Section 508 accessibility requirements
Ability to obtain and maintain a Tier 2S Moderate Risk Public Trust determination and a federal PIV credential

Preferred Qualifications
An active federal PIV credential with no break in service — this significantly accelerates your start date
Bachelor of Science in Computer Science or a related field
Microsoft Certified Developer for SharePoint Solutions
CISSP or equivalent information security certification
Demonstrated Section 508 remediation experience
Experience delivering training to non-technical end users
Experience with federal research administration systems
Eligibility and Work Environment
This position requires a favorable federal background investigation. A federal identification card must be issued before work begins.
Candidates must be able to appear in person for identity verification and credential enrollment.
All work is performed on government-furnished equipment. Personal and company-owned computers cannot be used for this program.
Non-U.S. citizens must possess and maintain valid U.S. work authorization; employment eligibility verification is required.
On-site presence in Bethesda, MD is required. This is not a remote position.
