Construction Management Representative (CMR)

Location: Rocky Mountain National Park, Colorado Company: B360 Project: Bridge Preservation Project (ROMO-327127) Employment Type: Full-time (Project-Based) Position Overview: B360 is seeking a highly qualified Construction Management Representative (CMR) to support our bridge preservation project at Rocky Mountain National Park (RMNP). The CMR will provide critical onsite leadership, ensuring high-quality construction management and compliance with National Park Service (NPS) technical and environmental standards. Key Responsibilities: Act as B360’s primary onsite field representative to ensure project success. Serve as the main point of contact with contractors, NPS Project Managers, and Contracting Officer Representatives (CORs). Perform daily field inspections to verify contractor compliance with contract documents, plans, specifications, and schedules. Conduct comprehensive bridge inspections and concrete testing activities in accordance with NICET-CT requirements. Review contractor submittals, RFIs, and proposed change orders; coordinate timely responses. Track construction progress against approved project schedules using MS Project; generate schedule status reports. Administer the Three-Phase Quality Control (3PQC) process — Preparatory, Initial, and Follow-Up inspections. Prepare Daily Inspection Reports (DIRs) documenting project activities, inspections, delays, deficiencies, and environmental compliance. Monitor and enforce OSHA and project-specific safety protocols on the construction site. Assist with processing pay applications, contract modifications, and administrative documentation in coordination with federal personnel. Coordinate field meetings including Pre-Construction Meetings, Quality Control Meetings, and Progress Meetings. Protect natural and cultural resources by ensuring contractors adhere to resource protection measures required by federal agencies. Support development of independent government estimates (IGEs) and participate in negotiation discussions if necessary. Identify and report any deficiencies in workmanship, quality control, or environmental compliance to NPS PM/COR immediately. Maintain organized field records for project correspondence, photographic records, inspection logs, and quality documentation. Facilitate successful project closeout, including punch list management, final inspections, and contract closeout documentation. Qualifications: As part of B360’s Staffing Management Plan, all CMR candidates must meet the following detailed requirements: Resume Submittals Must Include: a. Name and title. b. Active professional registration or relevant certifications for bridge and concrete inspections, year first registered, if applicable. f. Other experience and qualifications relevant to the same or similar work required under this contract. g. List of recent and relevant projects the individual has worked on, including: Name of project(s) Project location(s) Description of specific work performed Project owner representative contact information h. Education and/or professional qualifications, including: Construction Management degree or relevant qualification Paving and construction practices, including sampling and testing requirements (NICET-CT certification required for concrete inspection) Computer skills OSHA 30-hour Health and Safety Construction training (minimum) MS Project skills, with familiarity in baseline schedules, report generation, and critical path theory i. Education, experience, and qualifications developing and reviewing construction estimates and schedules, including knowledge of formats, phases, and industry-standard software. j. Prior experience working with Federal Government PMs/CORs on processing change orders, RFIs, submittals, and field observation reports. k. Prior experience with resource protection measures as required by government agencies to avoid and minimize construction-related adverse impacts to natural and cultural resources. l. A minimum of five (5) years of experience conducting onsite quality control in accordance with the three-phase inspection process described in federal Specification Section 01 40 00. m. Provide specific project information and owner representative contact information for verification of previous work. Required Certifications: NICET-CT Certification (Concrete Inspection) — Required. OSHA 30-hour Construction Safety Certification — Required. Preferred Additional Credentials: Certified Construction Manager (CCM) or Professional Engineer (PE) license. Previous work experience with NPS, DOD, USAID, or similar federal projects. Strong skills using MS Project, Procore, Primavera P6, or equivalent project management tools. Proven background in environmentally sensitive project management and federal compliance.
