If you are interested in a challenging opportunity in a high-energy, team-oriented environment, you are encouraged to apply.BASIC FUNCTIONS:Under the supervision of the Staff Director, the Principal Consultant is responsible for preparing written policy and analysis, tracking state issues and legislation for a diverse portfolio of topics within the policy area, providing timely and accurate information to the Chair, Senate leadership, and members of the Committee, and effectively coordinating and communicating with legislative staff, representatives of state government agencies and departments, advocates, and other interested parties.DUTIES:The Principal Consultant will draft bill analyses, vet bill ideas and negotiatebill amendments, present policy rationale to the Chair and other members of the Committee, organize oversight and informational hearings, assist budget staff with analysis of public safety trailer bills, contribute to Committee reports, and prepare speaking points for the Chair.DESIRABLE SKILLS AND KNOWLEDGE:Candidates must have the ability to independently manage a substantial workload under strict deadlines (requiring working nights and weekends as necessary); analyze complex legislative proposals and succinctly communicate the policy implications, both orally and in writing; demonstrate initiative and creativity in developing recommendations to improve proposals and advance and advocate for legislative proposals; develop strong programmatic expertise in relevant policy areas; exhibit maturity and professionalism.EDUCATION AND QUALIFICATIONS:Law degree and membership in the California Bar required. At least three (3) years relevant experience is required. Five (5) years legislative experience preferred. Experience in criminal law or advocacy preferred. Candidates must also have experience and knowledge of the legislative and committee process, the ability to maintain a high level of analytical proficiency, and/or the ability to develop strong programmatic expertise. The ability to foster positive working relationships in a team environment is essential.LOCATION, SALARY AND FILING DATE:This position is located in Sacramento, CA and requires in person attendance .The Senate's core business hours are 9:00 a.m. - 5:00 p.m., Monday through Friday, and may require after hours or weekend work.Final salary will be commensurate with experience and education.
