The incumbent may advance to a higher grade within the classification series, based on satisfactory work performance.Progressive Grade Levels IncludeRegulatory and Compliance Engineer II – Grade 17 $70,743.00-$110,288.00 YearlyRegulatory and Compliance Engineer III – Grade 19 $80,541.00-$125,564.00 YearlyGRADE15LOCATION OF POSITIONLand and Materials AdministrationOil Control Program, AST and Permits Division1800 Washington Blvd.Baltimore, MD 21030Main Purpose of JobThe Regulatory and Compliance Engineer I is an entry-level position that will learn the analysis and evaluation of the construction, operation, inspection, and permitting of oil storage and handling facilities, and above ground storage tank (AST) systems to ensure regulatory compliance with engineering standards, practices, principles, and methods. The incumbent in this position will be required to be certified by the Steel Tank Institute (STI) as both an AST Inspector and an AST system Inspector. The incumbent in this position will also be responsible for processing and tracking compliance of approximately one fifth of the individual oil operations permits and AST system registrations in the State as required in COMAR 26.10 and the National Pollutant Discharge Elimination System (NPDES) individual and general permits as required in COMAR 26.08. This position requires a working knowledge of the Administrative Procedures Act (APA) for the purpose of reviewing and issuing individual NPDES permits for oil terminals, including participation in public informational meetings and public hearings.The Working Conditions Of This Position May Involve Exposure to uncomfortable or unpleasant surroundings. Work may involve inspections of oil storage and oil handling facilities and AST systems located in restricted access areas and may occur outside during inclement weather. Work involves exposure to hazardous conditions which may result in injury. Facilities and vehicles inspected store, transfer, and transport oil including gasoline, diesel fuel and used oil. Special physical demands such as lifting 50 pounds or more. Work requires occasional climbing of ladders and working at heights during inspections. Use of protective equipment such as hard-hat, safety shoes, googles, gloves, mask, etc. The incumbent in this position will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.Minimum Qualifications Education : A Bachelor's degree in engineering or architecture from an accredited college or university. Experience : None.Notes Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the required education. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.Desired Or Preferred Qualifications Please note that your answers to the supplemental questionnaire must correspond to the information provided on your application to receive credit.
