Fiber Optic Technical Instructor (Contract)Location: Commander Fleet Activities Yokosuka (CFAY), Yokosuka, JapanContract Type: Temporary / Fixed-Price ContractDuration: August 24–28, 2026 (Four-Day Training Event)Position SummaryWe are seeking an experienced Fiber Optic Technical Instructor to deliver a comprehensive four-day fiber optic assembly and maintenance training program for U.S. Navy personnel. The instructor will provide classroom instruction and hands-on practical exercises to six students responsible for installing, maintaining, testing, and troubleshooting fiber optic communication systems.The successful candidate will possess extensive knowledge of fiber optic technologies, strong instructional abilities, and experience delivering technical training in a professional or military environment.ResponsibilitiesDeliver four days of instructor-led classroom and practical fiber optic training.Teach fiber optic theory, cable construction, connector installation, and cable assembly techniques.Conduct hands-on instruction for ST-to-ST fiber optic cable assembly.Demonstrate fiber optic testing equipment and troubleshooting procedures.Train personnel on fiber optic maintenance, repair, and cable replacement.Evaluate student performance and provide technical guidance throughout the course.Prepare and provide all required training materials, consumable supplies, and instructional aids.Coordinate with the Government Contracting Officer's Representative (COR) regarding training schedules and classroom requirements.Comply with all U.S. Navy installation access requirements and safety regulations.Minimum QualificationsFive or more years of experience installing, maintaining, or troubleshooting fiber optic communication systems.Previous experience delivering technical or industrial training.Strong knowledge of fiber optic splicing, termination, connector installation, and optical testing.Experience using optical power meters, light sources, OTDRs, and fiber inspection equipment.Excellent communication and presentation skills.Ability to develop and deliver hands-on technical instruction.Preferred QualificationsMilitary communications or Department of Defense experience.FOA (Fiber Optic Association) Certified Fiber Optic Technician (CFOT) or equivalent certification.Experience training military or government personnel.Knowledge of structured cabling standards and telecommunications infrastructure.Security and Access RequirementsSelected personnel must be able to satisfy all Government installation access requirements, which may include:Background investigation.Fingerprinting.Common Access Card (CAC) eligibility, if required.Completion of Level I Antiterrorism Awareness Training.Completion of Operations Security (OPSEC) Awareness Training.Compliance with Controlled Unclassified Information (CUI) handling requirements, if applicable.Physical RequirementsLift and carry training equipment and materials.Demonstrate cable assembly techniques.Stand for extended periods during instruction.Travel internationally to Yokosuka, Japan.What the Contractor Will ProvideCompetitive contract compensation.International travel support (as negotiated).Lodging and per diem (if applicable).Opportunity to support a U.S. Navy technical modernization initiative.Qualified applicants with strong fiber optic installation and instructional experience are encouraged to apply.
