Construction System Owner (Owner Rep) - Process Equipment & Skids

1.0 PurposeThe Construction System Owner – Process Equipment & Skids provides field-based technical oversight and construction coordination for vendor equipment packages and modular skid installations during the construction phase of a large pharmaceutical project.The role confirms equipment installation readiness and alignment with approved IFC drawings, vendor documentation, technical specifications, familiar with applicable local, federal, and national statutes and guidelines; knowledge of discipline codes and standards such as ASME B31.3, BPE, best practices, General Electrical and equipment controls, validated submittals, and applicable GMP requirements, validated submittals, and applicable GMP requirements.Acting as the equipment discipline technical authority in the field, the role focuses on resolvinginstallation constraints, coordinating cross-trade interfaces, and escalating issues that may impactconstruction progress, system integration, or commissioning readiness. Interfacing with Client SMEwhere necessary.The role supports Mechanical Completion and commissioning readiness by ensuring vendorequipment packages and skids are fully installed, integrated, and prepared for system startup.The means and methods, sequencing, and contractor management remain the responsibility of theMain Contractor. The CSO shall monitor progress, advise on concerns.Construction quality inspection and formal acceptance activities remain the responsibility of theConstruction quality organization.2.0 ACCOUNTABILITIESServing as the process equipment and vendor package technical point of contact to the ProjectManager and project leadership for construction coordination, equipment integration, and systemreadiness.Confirming that equipment installations align with:• Approved IFC design documentation• Vendor installation documentation• Technical specifications and validated submittals• Project installation requirements and GMP expectationsIdentifying, documenting, and escalating equipment installation issues or constraints that may impact:• Construction progress• Equipment operability and integration• Mechanical Completion readiness• Commissioning and startup activitiesSupporting coordination between vendor equipment packages and construction disciplines including piping, electrical, instrumentation, controls, and structural systems.Supporting regular meeting cadence, and reporting.3.0 RESPONSIBILITIES• Provide field-based technical oversight of vendor equipment and skid installations, includingpositioning, anchoring, leveling, and system integration.• Confirm installation readiness in accordance with vendor installation requirements and projecttechnical specifications.• Coordinate reassembly and installation of modular skid equipment delivered in multiple sections.• Identify installation constraints, access challenges, and interface conflicts and escalate through the project governance structure.• Knowledge of applicable codes and standards including NFPA 70 (NEC), IEC standards, Atex, andinstrumentation best practices would be preferred.• Coordinate cross-discipline interfaces required for equipment integration including piping,electrical, controls, instrumentation, and structural supports.• Support alignment between vendor installation requirements and field construction activities.• Coordinate with vendor field representatives during installation and startup preparation activities.• Maintain field observation records documenting installation progress and integration risks.• Participate in coordination meetings to communicate equipment installation observations andcross-trade interface issues.• Support Mechanical Completion readiness by confirming equipment installation and utilityintegration.• Participate in system walkdowns and readiness reviews, identifying incomplete installation itemsand supporting punch list resolution.4.0 COMPETENCIES• Bachelor’s degree in Mechanical, Chemical, Process Engineering, or related discipline.• 10+ years of field experience supporting installation of process equipment and vendor skidpackages on large pharmaceutical or GMP-regulated capital projects.• Strong knowledge of modular equipment systems, skid packages, and vendor equipmentinstallation.• Experience coordinating multi-discipline construction interfaces across piping, electrical,instrumentation, and structural systems.• Experience supporting Mechanical Completion, commissioning preparation, and system turnoverreadiness.• Strong understanding of GMP construction practices and documentation requirements.• Ability to identify installation risks, technical deviations, and quality concerns within complexmulti-discipline construction environments.
