Our mission supports Corporate Management Services (CMS) by providing full life cycle support services through the sustainment, modernization, and transformation of the enterprise business applications. These applications are used across the government enterprise and are critical to the daily functions of thousands of users across acquisition, business, finance, HR, training, recruitment, program management, security, logistics and more. Come join our diverse and growing team with lots of opportunities!This position serves as the central coordination point between Program Management, Recruiting, Technical Leadership, Corporate Operations, Security, and Government stakeholders to drive workforce planning and staffing operations across the program. The ideal candidate brings experience supporting complex government programs, understands the dynamics of cleared and hard-to-fill technical staffing, and thrives in a fast-paced operational environment where responsiveness, organization, communication, and problem solving are critical to mission success.This role blends strategic workforce planning with hands-on operational execution and is expected to continuously improve staffing tools, processes, workflows, dashboards, automations, and operational artifacts to increase efficiency, visibility, and staffing effectiveness across the program.On a typical day, the Program Resource Manager will manage active staffing actions, coordinate with recruiters and technical leads on priority vacancies, facilitate candidate interviews, update staffing trackers and reports, support onboarding/offboarding activities, and provide leadership visibility into staffing pipeline, risks, and hiring progress. This role balances strategic workforce planning with detailed operational execution while identifying opportunities to improve staffing processes and operational efficiency.This position is based in our contractor facilities in Annapolis Junction, MD, with limited local travel between facilities as required.Core Responsibilities Own and manage the program staffing process from requisition through onboardingEstablish and lead recurring staffing business rhythms, including staffing meetings, action tracking, and staffing reportingMaintain and continuously update staffing artifacts including:Candidate TrackerStaffing RosterPMO Staffing SummaryStaffing metrics and reporting dataForecast workforce requirements and proactively identify staffing risks and gapsPartner directly with Recruiting and Technical Leads to:Develop job requisitionsDefine technical requirements and labor categoriesPrioritize staffing actionsImprove time-to-fill for cleared and hard-to-fill positionsCoordinate candidate activities including:Candidate communication and status updatesInterview scheduling and facilitationOffer coordination and disposition trackingSecurity prescreen coordinationEnsure staffing records, documentation, and SharePoint/OneDrive repositories remain accurate, current, and audit-readyCoordinate onboarding activities including:Orientation supportStart notificationsAccount/access coordinationWorkspace preparationDistribution list and system updatesCoordinate offboarding activities including departure notifications, checklist tracking, and removal of accesses/distribution listsSupport PMO operations related to facilities, personnel coordination, scheduling, meetings, morale activities, and reportingSupport program reviews, QPMRs, briefings, audits, and staffing-related reporting requirementsAnalyze staffing trends and metrics to identify opportunities for process improvement and operational efficienciesContinuously evaluate and improve staffing processes, workflows, tools, and operational artifacts to increase efficiency, accuracy, and visibilityDevelop and enhance staffing dashboards, metrics, and reporting capabilities to provide actionable workforce insights to program leadershipIdentify opportunities for automation and process optimization across staffing, onboarding, reporting, and workforce tracking activitiesCollaborate with program and corporate stakeholders to standardize and modernize staffing operations and reporting practicesWork ExpectationsCore collaboration hours are 10:00 AM – 2:00 PMTelework flexibility may be utilized when onsite presence is not possible; proactive communication is expectedRequired QualificationsTS/SCI with PolygraphExperience supporting government contracts and/or cleared environmentsDemonstrated experience in workforce planning, staffing coordination, resource management, or program operationsExperience supporting large, technical programs with diverse labor categories and skillsetsStrong understanding of technical roles including software development, systems engineering, systems administration, cybersecurity, and database administrationExperience coordinating directly with Recruiting/Talent Acquisition teams to drive staffing outcomesStrong organizational skills with exceptional attention to detail and ability to manage multiple competing prioritiesExperience maintaining staffing trackers, reports, and operational documentationStrong written and verbal communication skills with the ability to interact effectively with technical staff, program leadership, recruiters, subcontractors, and Government stakeholdersProficiency with Microsoft Office Suite, SharePoint, and staffing/workforce tracking toolsDesired Qualifications Experience supporting programs of similar size and complexity (100+ personnel)Experience staffing cleared and hard-to-fill technical positionsFamiliarity with government labor categories, contract structures, and staffing constraintsExperience improving staffing processes, workflows, metrics, or reporting frameworksExperience developing dashboards, staffing metrics, or reporting solutions using tools such as Excel, Power BI, SharePoint, or similar platformsExperience creating automations, workflows, or process improvements that enhance operational efficiency and reduce manual administrative effortStrong analytical mindset with the ability to translate workforce data into actionable insights and recommendationsExperience improving operational artifacts, workforce tracking systems, or staffing management processesExperience supporting onboarding/offboarding operations in secure environmentsAbility to operate effectively in a fast-paced, high-visibility mission environmentPrior experience supporting Prime Contractor program operations preferredThe estimated salary range for this position is between $120,000-$160,000 (annualized USD). This range reflects the typical pay for the role and is one part of the company's comprehensive compensation package.
