Niche recently released its list of the Best in America for 2025, and Folsom swept the honors with seven elementary, two middle, and two high schools making the list.* ----------------------------------------------------------------The City of Folsom is currently recruiting for an Assistant Civil Engineer to join the Public Works Department. As part of the Public Works - Engineering team, the ideal candidate has a strong foundation in civil engineering principles and the ability to effectively prioritize a diverse workload of Capital Improvement Projects (CIP) and private development reviews. This position requires clear communication skills to coordinate with technical staff, contractors, and the public regarding City infrastructure and project updates. Possession of, or progress toward, an Engineer-in-Training (EIT) certification is highly desirable.Under general direction from management staff, the Assistant Civil Engineer performs and participates in professional and technical entry level civil engineering activities which may involve both general civil engineering work and/or technical design/review/construction of public projects related to transportation and infrastructure for Public Works, Community Development, or Utilities Departments.DISTINGUISHING CHARATERISTICSThe Assistant Civil Engineer is the entry level in the Civil Engineer series. As experience is gained, duties become more diversified and are performed under more general supervision. This class is distinguished from the Associate Civil Engineer in that the latter serves as the journey level in the series and possesses a valid Certificate of Registration as a Civil Engineer in the State of California.This is a non-exempt position, represented by the Local 39 IUOE union.NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all the duties listed.Assist and perform professional engineering work related to civil engineering, including planning, designing, and implementing measures specific to the City's Capital Improvement Program.Assist in review and process plans and maps for private development projects.Assist in checking plans for accuracy, suitability, and completeness and make recommendations for revision and improvement.Assist in development and review specifications for completeness and accuracy against City Standards, Specifications, and DetailsAssist in preparation of preliminary and final cost estimates.Assist in administering contracts with outside consultants as appropriate.Assist in preparation of technical analysis and writing to support functions such as staff reports and other public documents.Assist and perform field inspections to verify compliance with contract or design documents, including ability to determine potential solutions for in-field conflict or difficult problems.Confer with upper level staff and recommend and monitor billings.Present on behalf of the City to various boards, commissions, and committees.Assist in budget preparation and project scoping.Attend and present information to a variety of commissions and committees.Attends and participates in meetings, conferences, workshops, and training sessions.Confer with contractors, consulting engineers, and members of the public relative to the assigned area of responsibility.Perform related duties as assigned.Assist in serving as a guide and intermediate mentor to lower level staff for technical questions related to best practices and front line duties.The Assistant Civil Engineer position is responsible for the listed job duties above, as well as those listed depending on their assigned department:Public Works:Provides technical support for all phases of capital improvement and public works construction projects including planning, feasibility evaluation, coordination of environmental review, design, construction, and close-out.Assists with project development activities, including project management, preparing or reviewing preliminary and final designs and specifications, developing requests for proposals and scopes of work, cost estimates, change orders, work plans, budgets, schedules, and baseline requirements, and contract negotiations and management.Reviews construction plans prepared in-house and by outside consultants or private contractors to verify compliance with City, State, Federal, and/or industry standards and requirements for construction infrastructure; checks plans for conformance with regulations regarding line, grade, size, elevation, and location of structures; reviews engineering calculations of other engineers or engineering technicians; participates in pre-design, construction, and utility coordination meetings.Assists and conducts engineering studies and cost analyses for assigned projects; researches project design requirements; prepares engineering calculations and estimates, preliminary layouts and specifications, and design work from field and survey data.Researches funding opportunities; coordinates and/or completes and submits grant applications; tracks grant funded projects and requirements; processes and maintains paperwork and reimbursement requests in compliance with funding and reporting requirements.Support management and engagement of the Storm Water Management Program.Prepare bid packages and solicit bids from contractors in accordance with pubic contract code for review with the City Project Manager or Engineer of Record.Assists in construction management of capital improvement projects.Prepare technical reports and staff reports for consideration of the Director and/or manager inclusive of committees, commissions, and council.Prepares for and attends training for personnel/operational staff on storm water quality as needed.Assists in performing traffic operations and calculation work in the areas of signal timing, coordination, intelligent transportation systems.Assists in performing traffic engineering work in the areas of traffic safety, bicycle/pedestrian facilities, intersection geometric design and construction.Assists in review traffic impact studies, construction improvement plan (electrical /traffic signal/ traffic signs & markings)Community Development:Assist in technical review of private development applications and construction documents related to civil improvements to ensure compliance with City standards and requirements as related to roadway design, traffic/transportation, systems, storm drains, dry utility design, storm water management, and coordination with water and sewer systems.Assist in reviews of subdivision maps, parcel maps and public easements to ensure compliance with City standards and the Subdivision Map Act and present potential draft conditions of approval.Assist in reviews and processes permit applications, agreements, and project related fees.Coordinates with other departments, developers, design engineers, contractors, and construction inspectors during project design and construction.Assists in development, review, and meets applicants regarding conditions proposed development projects; Coordinates with other City departments as necessary on the review and conditioning of development projects.Assists and participates in and conducts traffic studies for development projects; including the evaluation of sight distance, signage and striping.Reviews and analyzes development and building permits for conformance with City design standards, flood prevention ordinance, and impact to floodplains.Recommends traffic control, geometrics, signing and illumination; provides advisory assistance and technical guidance on traffic-related matters to interested parties.Confers with developers, engineers, architects, and contractors and other City staff in acquiring information and coordinating engineering matters; provides information regarding City project requirements and City policies, procedures, codes, and ordinances.Utilities:Provide engineering analyses, program development, and implementation for water, sewer, and solid waste planning documents.Assist in the preparation of division rate studies and rate increases.Develop and manage capital improvement projects for the water, sewer, and solid waste divisions.Coordinate with operations staff for the delivery of capital projects and planning documents.Assist in the reporting for state and federal agencies for water, sewer, and solid waste.NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Essential Duties" section of this specification.Knowledge of:General principles and practices of civil engineering.Basic modern methods and techniques used in the design, construction, and surveying of projects.Engineering concepts.General practices applied to plans and specifications.Applicable laws and regulatory codes relevant to the design and construction in the area of assignment.Recent developments, current literature; and sources of information regarding civil engineering.Common word processing, spreadsheet, and database software.Ability to:Assist and prepare complex engineering computations.Conduct engineering studies and research projects, evaluate alternatives, make sound recommendations, and prepare effective staff and technical reports; present technical engineering information and data in an effective manner.Prepare, understand, and interpret engineering construction plans, technical drawings and designs, specifications, as-builts, permits, contract documents, environmental and engineering reports, and other technical documents.Coordinate services with other departments and agencies and federal and state agencies.Respond to complaints or inquiries from the community, staff, and outside organizations.Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.Prepare clear, effective, and accurate reports, correspondence, and other written materials.Maintain accurate logs, records, and written records of work performed.Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.Engage with a diverse public and workforce, facilitating inclusive service delivery, and implementing equitable city policies.Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.Education:A bachelor's degree in civil engineering, mechanical engineering, or a closely related field from an accredited college or university.Experience:Six (6) months of professional experience performing civil engineering duties.License, Certificate, Registration Requirements:* Possession of an Engineer-In-Training (EIT) certification is desirable.* Possession of, or the ability to obtain and retain a California Class C driver license by the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.Physical Requirements:Work is performed in a typical office/field environment.
