Business Process/Operations Engineer

OverviewBAI, a defense contractor, is seeking a Test and Evaluation oriented Cost Engineer with 8+ years of experience for our expanding workforce supporting the business process development. The focus of effort supports the reuse of evolving Sea Range Future Capabilities for Systems Under Test requiring integrated instrumentation surface platform stimulation/simulation and data collection resources at Point Mugu Ca. Salary will be based on current qualifications, directly related experience, geographic location, and possible contractual requirements which could fall outside of this range.ResponsibilitiesCost Development & Pricing:Establish fully burdened cost rates for range capabilities, instrumentation, and support servicesDevelop cost models that capture direct costs (labor, materials, range time) and indirect costs (facilities, maintenance, overhead)Create standardized pricing structures for different test event typesEnsure pricing covers cost recovery while remaining competitive and technologically relevantFinancial Planning & Sustainment:Structure reimbursable agreements that fund both immediate test services AND capability sustainment/improvementsDevelop business cases showing how external funding supports capability maintenance and modernizationTrack cost performance against reimbursable workForecast revenue streams from planned test eventsCustomer Interface:Work with Systems Under Test (SUT) program offices to scope test requirementsTranslate technical test needs into cost estimates and funding requirementsSupport the negotiation of terms for reimbursable test support agreementsCapability Investment Analysis:Analyze which capability improvements can be funded through reimbursable workAssess affordability of maintaining/upgrading instrumentation packages and test platformsSupport ROI analysis for capability investmentsQualificationsMinimum of 8 years' of experience in cost engineering, financial analysis, or a related field, preferably within a government contracting environment or defense sectorExperience in cost modeling, financial planning, and pricing strategy development for complex technical projectsAbility to analyze complex financial data and create accurate and detailed cost estimatesExperience in managing multiple projects simultaneously and meeting deadlinesAdvanced skills in Microsoft Excel and competence with other financial modeling applicationsKnowledge of Earned Value Management (EVM)Familiarity with DoD pricing regulations, FAR, and DFARSAbility to clearly present cost estimates and financial proposals to stakeholders at various levelsCapability to collaborate with SUT program offices, negotiate terms, and manage client expectations effectivelyDesired ExperienceExperience with Department of Defense (DoD) projects, especially those involving electronic warfare systems, would be highly advantageousCertified Cost Estimator/Analyst (CCEA) or similar certification is preferredDAWIA (DoD) Certifications:Program ManagementEngineering (SPRDE)Test & EvaluationFinancial ManagementEDUCATIONDegree: BA or BS in Engineering or related field.Condition of Employment: Applicant must have an active DoD SECRET Clearance.
