In this role, you will lead the design, development, tuning, and troubleshooting of complex Oracle database objects to power high-traffic public dashboards and large-scale data workflows.Key ResponsibilitiesDatabase Engineering & Programming: Design, build, test, and maintain robust Oracle database objects—including complex PL/SQL packages, stored procedures, functions, triggers, views, and materialized views—to support new applications and automated data flows.Data Modeling: Create and refine conceptual, logical, and physical data models ensuring high performance, data integrity, and architectural alignment with MPCA data standards.Full Lifecycle Collaboration: Partner with cross-functional teams, including solution architects, API developers, UI/UX engineers, and business analysts, to translate business logic into performant database services.Performance Optimization: Proactively analyze execution plans, optimize complex queries, manage indexing strategies, and tune database operations for high-throughput public data retrieval and bulk reporting.Data Integration & ETL: Build robust mechanisms to synchronize and transform disparate data streams across the Surface Water Dashboard, EQuIS Edge/Connect, and Swift Warehouse environments.Troubleshooting & Maintenance: Diagnose and resolve database defects, concurrency bottlenecks, and integration issues across lower and production environments.Required Qualifications Bachelors Degree in Computer Science or Equivalent7+ years of dedicated development experience with Oracle Database (19c/21c or later).5+ years of advanced PL/SQL Development: Deep expertise writing modular, maintainable, and high-performance PL/SQL packages, procedures, functions, dynamic SQL, and analytical queries.5+ years in Data Modeling & Architecture: Proven track record in logical and physical relational data modeling, schema normalization/denormalization, and dimensional modeling for reporting.5+ years in Performance Tuning: Hands-on experience with query plan, trace analysis, partitioning, materialized views, and index optimization for high-concurrency environments.5+ years API & Front-End Integration: Experience designing database layers and JSON/REST-friendly data contracts that interface with middle-tier RESTful APIs and modern web front ends.Data Integration: Proven experience handling multi-system data flows, batch staging, change data capture (CDC), and data synchronization.Preferred QualificationsEnvironmental & Public Sector Systems: Prior experience working with state government IT systems or environmental monitoring platforms (experience with EarthSoft EQuIS workflows is a strong differentiator).Tooling & Version Control: Proficiency with Git, CI/CD database deployment tools (e.g., Liquibase, Flyway), and IDEs such as Oracle SQL Developer or PL/SQL Developer.Agile Collaboration: Demonstrated success delivering in enterprise Agile/Scrum team environments using tools like Jira or Azure DevOps.Professional Competencies: Strong analytical ability to translate ambiguous business requirements into robust database architectures.Excellent verbal and written communication skills to articulate technical designs to both technical and non-technical stakeholders.
