Senior Capital Projects Manager - Water InfrastructureSalary: $170,000 - $262,000 + Pension (100% Employer-Funded)Location: San Jose, CA (On-Site)Type: Direct Hire, Full-Time, PermanentTHE ROLESenior Capital Projects Manager leading an $80M annual water infrastructure portfolio for California's largest water utility - a publicly traded, CPUC-regulated company serving 100+ communities statewide. Direct hire at San Jose headquarters. The current manager is retiring; this is an immediate vacancy.You will own the northern California capital delivery program: civil engineering design, construction management, and project delivery for pipelines, pump stations, wells, treatment facilities, and water storage infrastructure. You manage a team of 6 engineers and project managers plus consulting engineering partners.If you are a Senior Project Manager at a water consulting or engineering firm, you already know this work. The difference: you own the portfolio, you lead the team, and you build lasting infrastructure for millions of Californians - without billable-hour pressure, proposal cycles, or client acquisition targets.WHAT YOU'LL DO• Manage ~$80M in annual capital projects across northern California with full accountability for scope, budget, schedule, and quality from design through construction closeout.• Lead Capital Improvement Program (CIP) planning, prioritization, and execution in coordination with district operations and asset management.• Manage a team of 6 engineers and project managers; oversee consulting engineering partners on design and construction delivery.• Oversee civil engineering design (30% through IFC), construction procurement (Design-Bid-Build and alternative delivery), and construction management including RFI resolution, change orders, and closeout.• Present capital project status reports, budget forecasts, and risk assessments to executive leadership and for CPUC regulatory proceedings including General Rate Case (GRC) submissions.• Coordinate with regulatory agencies including PUC and Division of Drinking Water (DDW); ensure compliance with CEQA and applicable codes.WHAT YOU BRINGRequired• Bachelor's degree in a relevant engineering, construction management, or technical field.• 10+ years in capital project/program management on water, wastewater, heavy civil, or industrial infrastructure.• 3+ years supervising engineers or project managers.• Experience managing design consultants and construction contractors through full project lifecycle.• Knowledge of regulated infrastructure procurement (Design-Bid-Build, contractor pre-qualification, IFB development).• Familiarity with CPUC-regulated or rate-regulated utility environments and GRC capital justification processes.• Proficiency in Primavera P6, MS Project, or equivalent.Preferred• California Professional Engineer (PE) license.• PMP certification.• Experience in a CPUC-regulated investor-owned utility (IOU).• CEQA/NEPA environmental review experience.• Maximo EAM or similar asset management systems.• Water Distribution Grade II / Water Treatment Grade II Operator Certifications.COMPENSATION• Base Salary: $170,000 - $262,000 DOE.• Annual Bonus: 3% target (up to 6% for top performers).• Pension: 100% employer-funded defined benefit plan.
