Join our team and play a key role in supporting the business functions that keep vital psychiatric services running smoothly across two major facilities.What You'll DoAs a Management Analyst II, you'll be an essential partner to program and financial teams, helping manage contracts, budgets, and procurement processes with accuracy and efficiency. Your work will directly support operational excellence and responsible stewardship of public resources.Key Responsibilities:Lead the drafting and coordination of contracts for RPC and DDPCPartner with program staff to develop and support Requests for Proposals (RFPs)Oversee contract amendments and ensure compliance throughout the lifecycleCollaborate with Financial Managers to ensure proper contract allocation and funding determinationsWork closely with the Division of Contract Management (DCM) to implement contracts effectivelyReview contracts, RFPs, and reports for accuracy and completenessAnalyze financial data across multiple systems to support reconciliations and reportingMonitor contract budgets and identify discrepancies or amendment needsTrain staff on state procurement and contracting processesResolve financial or processing issues in coordination with the DHHS Service CenterProcess and approve invoices in a timely mannerContribute to additional operational priorities as neededWhat You BringMinimum Qualifications:* Eight (8) years of education, training, and/or experience in analyzing, evaluating, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.Preferred will be given to candidates with the following experience:Managing and overseeing complex contracts, including multi-service and multi-funding structuresDeveloping, reviewing, and editing RFPsAnalyzing detailed financial reports and data setsStrong writing, editing, and documentation skillsEffective communication across diverse teams and stakeholdersWhy Join Us?Make a meaningful impact supporting critical mental health servicesCollaborate with experienced professionals across finance, operations, and program teamsDevelop expertise in state procurement and contract managementContribute to systems that improve efficiency, accountability, and service deliveryApplication Information:For additional information about this position or to request a paper application, please contact Tiffany Smith at 207-624-4672 or via email at Tiffany.Smith@maine.gov.Benefits of working for the State of Maine:No matter where you work across Maine state government, you find employees who embody our state motto-"Dirigo" or "I lead"-as they provide essential services to Mainers every day.
