Job Announcement ESE 2024CSET's Workforce Development Department seeks an internal candidate who embodies a positive mindset and demonstrates strong leadership qualities to oversee the ESE program as a Senior Program Coordinator housed at the Visalia Employment Connection.Strong communication skills and self-motivation are essential. Proficiency in Microsoft Office applications such as Word, Excel, and PowerPoint required. The candidate must possess knowledge of conducting file reviews for quality assurance, have great attention to detail, and be able to develop and implement training plans. Additionally, experience in staff scheduling, supervision, and overseeing an office or equivalent is desired. Proficiency in navigating the CalJOBS entry system and performing duties related to HHSA job search programs is required.Preferred qualifications include a BA or BS degree and bilingual in Spanish.LOCATION: Visalia (with travel throughout Tulare County)Scope Of WorkThis position is responsible to assist in managing implementation of adult workforce department programs, and ensuring that staff meet and accomplish the tasks and objectives of the specific program. Develops and maintains excellent working relationships with funding sources, partners, and other agencies to assure that CSET is provided the necessary support to meet its objectives.Accountabilities Reads and becomes knowledgeable in funding source contracts and complies with contract requirements. Reviews and approves classroom training, on-the-job training contracts, internship agreements, and subsidized workforce agreements and ensures that program guidelines and requirements are met and that appropriate documentation is collected. Provides employees feedback on content and grammar. Evaluates business services and implements new programs to meet employer needs. Facilitates Business Services meetings with Business Resource Specialists. Develops methods for providing excellent business services and networking. Monitors recruitment and orientations of participants to assure that contractual obligations for enrollment are met and that participants are given excellent preparation for job search and retention. Develops team goals for each assigned program/grant. Follows-up on staff progress and meets with individuals to develop plans that meet individual and team goals. Reviews and approves requests for participant supportive services for each assigned program/grant. Compiles and reviews monthly performance operating reports and makes decisions based on performance to ensure each assigned program/grant is meeting performance goals. Develops and implements excellent customer service practices. Serves as a customer liaison responding to sensitive customer relations, questions or concerns and coordinates with the proper agency personnel to provide timely and accurate answers or actions as needed. Provides program training and technical assistance to support staff. Collaborates and serves as a contact person between the agency, network partners and provider administrators for assigned programs/grants. Maintains and develops good working relationships with funding source and partners. Participates in continuous improvement meetings. Ensures integration of services. Provides support to assure that members of Tulare County have access to services and that participants are matched appropriately and on a timely basis with assigned programs/grants in the service area. Provides leadership and supervision for support staff. Writes employee performance reviews and makes recommendations for skills to be developed. Approves staff timesheets. Reports personnel issues to HR and Assistant Workforce Director. May assist in handling employee issues with support and guidance from HR & Assistant Director. Develop corrective action plans as needed. Provides employee follow-up and support when corrective action plans are initiated. Identifies employee training needs and schedules training for employees. Fosters a creative and positive work environment to implement programs that meet the need of the community. Troubleshoots and creates corrective action plans with regards to Adult Workforce programs goals and objectives. Performs other duties including but not limited to fulfillment of work schedules, adherence to attendance policies, and other applicable operating rules, policies and procedures.Skills & Abilities Ability to Uphold company principles and practices to the highest degree and represent the agency in a professional manner. Ability to provide exceptional customer service that includes efficient, precise, and courteous communication. Knowledgeable of modern office procedures and methods, is proficient in use of computer, Windows operating system including Microsoft Office applications (Word, Excel, and Access) and program data base. Possess communication skills, research abilities, flexibility and an ability to work well with others. Excellent oral and written communication skills as well as ability to communicate effectively with low income persons, other providers of human services, community leaders, and government officials. Knowledge of local labor market and industry training needs. Ability to accurately record and deliver information, meet deadlines, and maintain confidentiality of restricted information. Ability to perform successfully under moderately stressful conditions, to respond immediately to crisis situations, and to balance priorities within and between offices/departments/work sites. Ability to maintain personal composure, tactfully handle difficult situations, and interpret questions correctly; ability to behave in a friendly, understanding, helpful, and professional manner with clients and program staff. Ability to supervise, mediate and to persuade, convince, and influence others. Ability to advise and interpret on the application of policies, procedures and standards to specific situations.
