JOB SUMMARY This position directs the operations of Engineering Division of the Public Works Department.MAJOR DUTIESAssigns, directs, supervises, evaluates, and disciplines personnel; coordinates daily work activitiesInterprets and applies city ordinances, regulations, and policies pertaining to subdivisions, zoning, drainage systems, and other applicable areasProvides staff support to Planning Commission; provides assistance in planning, coordinating, and conducting meetingsOversees, organizes, and coordinates operations and activities of the division; develops and implements long and short term plans; implements and monitor approved budgetRecommends capital improvement projects; assigns and reviews capital improvement projectsMakes decisions on design, construction, and adequacy of the City's infrastructure; determines compliance of construction work; identifies needs and options for improvementsOversees technical review of site plans, plats, and blueprints; oversees inspections of subdivisionsCoordinates planning, surveying, design, and construction of roadways, and drainage systems, grading and erosion control plansProvides engineering management and guidance for construction work; performs engineering land surveys; resolves problems involving easement plats and narrativesProvides information and assistance to developers/contractors/engineers/architects/general publicOversees the collection and analysis of civil engineering data; prepares studies and reports; prepares legal documents; writes legal deedsPerforms other related duties as assignedKNOWLEDGE AND SKILLS REQUIREDKnowledge of:Public Works administrationTechniques, equipment, and supplies used in engineering and street construction and maintenanceBudgeting principles and practicesDepartment and safety policies and proceduresFederal, State, and local laws relevant to department operationsGeography of the city, including road and street names and locationsCity and department policies and proceduresMunicipal accounting principles and practicesSkill in:Organizing and prioritizing workAnalyzing and interpreting dataBudgetingManagement and supervisionDeveloping and interpreting plans and specificationsReading and interpreting blueprintsOperating a computer and calculatorOral and written communicationSCOPE AND EFFECTThe purpose of this position is to manage the overall operation of the division. Successful performance helps ensure the effective and efficient operation of the division and City government.PHYSICAL DEMANDS AND WORK ENVIRONMENTEnvironment: The work is typically performed in an office and outdoors where the employee is exposed to noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, and occasional inclement weather. Work may require the use of personal protective equipmentPhysical: Work is typically performed while sitting at a desk. Frequently lifts heavy objects, climbs ladders, uses equipment requiring a high degree of dexterity, and must be able to distinguish between shades of colorVisual: See in a normal visual range with or without correction. Specific vision abilities required by this job include close vision and the ability to adjust focusHearing: Hear in a normal audio range with or without correctionSUPERVISORY CONTROLSThis position reports directly to the Public Works Director.SUPERVISORY AND MANAGEMENT RESPONSIBILITY:This position has direct supervision over the Assistant City Engineer (1), Design Engineer (1), Traffic Engineer (1), Stormwater Coordinator (1), Construction Inspector (1), as well as 2 other subordinate positions.MINIMUM QUALIFICATIONSBachelor's Degree required in a course of study related to the occupational fieldExperience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experiencePossession of or ability to readily obtain a valid Driver's License issued by the State of Tennessee for the type of vehicle or equipment operatedCertification as a Professional EngineerFLSA Status: Exempt Pay Grade: 24Miscellaneous Information
