This is why right from the beginning; our analysts and solution-builders work closely with our clients to ensure that the project outcomes continue to deliver value long into the future.Job DescriptionAs a Program Manager with Acquisition Experience or Acquisition Program Manager, you will play a crucial role in overseeing the management of both existing and new federal contracts. Reporting directly to the CEO and as a key member of the executive team, your responsibilities will include contract administration, deliverable oversight, issue resolution, process optimization, and system management. Your role will also involve managing multiple federal contracts, ensuring high performance and compliance throughout the lifecycle of each contract.Primary ResponsibilitiesContractual Performance: Ensure that all federal contracts meet or exceed performance requirements, including achieving outstanding CPARS (Contractor Performance Assessment Reporting System) ratings across all contract sections.Contract Administration: Oversee all aspects of contract administration, including CRDL (Contractor Resource Deliverables List) deliverables, management plans, milestones, risk and issue tracking, labor category verification, and customer invoicing.Subcontractor Management: Administer subcontractor activities, including negotiations, technical evaluations, performance tracking, procurement requests, and invoice approvals.Resource Management: Manage both organic and subcontract resources, including performance oversight and matrix planning.Client Relations: Develop and maintain strong client relationships by regularly engaging with Government Points of Contact (POCs) and Program Managers (PMs) to ensure high levels of customer satisfaction.Coordination and Reporting: Coordinate contract activities, track and monitor deliverables, and prepare detailed status reports and plans for sponsors and corporate management.Program Monitoring and Control: Establish and maintain cost, schedule, and earned value (EV) reporting baselines using integrated master schedules, CWBS (Contract Work Breakdown Structure), project-specific spend plans, burn rate reports, and deliverable tracking.Financial Oversight: Collaborate with customers and corporate administration to manage financial baselines and cost accounts.Pricing Models: Develop and manage pricing models for labor, ODCs (Other Direct Costs), G&A (General and Administrative) expenses, fees, and material handling costs, implementing a price-to-win strategy.Deliverable Review: Review and approve all contract deliverables before submission to contracting officers, representatives, or operational program managers.Presentation Development: Create and develop presentation reports for both the company and the customer.Contract Transitions: Manage the initiation and transition of new contracts, including preparation of transition plans and ensuring successful contract transitions.Team Management: Supervise a diverse team, including project managers, leads, contract staff, HR team, recruiters, financial administrators, research analysts, subject matter experts, technical writers, testers, system/database administrators, and configuration managers.HR Oversight: Address HR issues affecting operations, including compliance, employee morale, performance, and productivity.QualificationsEducation: Bachelor’s Degree in Business, Engineering, Computer Science, or a related field.Experience: 10-12 years of program management experience with a proven track record of managing multiple federal contracts. At least 5 years of experience with federal government contracts, demonstrating effective management of deliverables and client relationships.PMP Certification: Project Management Professional (PMP) certification is desirable.SkillsProven experience in managing federal government contracts and achieving exceptional CPARS/Performance ratings.Demonstrated ability to grow program and/or portfolio revenue organically.Supervisory experience managing multifunctional teams including analysts, administrators, financial managers, subcontractors, and project managers.Proficiency in Microsoft Office Suite, SharePoint, and Microsoft Project.Strong oral and written communication skills.Effective negotiation skills with customers and adeptness in managing proposal development, including technical, business, and cost aspects.Additional ExperienceExperience in proposal management and writing, particularly for technical and program management sections.Strategic thinker, proactive problem solver, and dedicated leader committed to aligning with our core values and delivering exceptional results.“Equal Opportunity Employer Veteran/Disabled”
