Director of IBHS Compliance & Regulatory Affairs

Job Summary: We are a Pennsylvania-based Intensive Behavioral Health Services (IBHS) agency serving 150+ clients and overseeing 200+ clinicians across ABA, early intervention, and community-based programs. We are seeking an experienced Director of IBHS Compliance & Regulatory Affairs to lead regulatory oversight, audit readiness, and staff compliance at scale. This role is fully focused on Pennsylvania IBHS regulations and DHS/OMHSAS licensing requirements. Key Responsibilities: - Lead IBHS regulatory compliance (55 Pa. Code §1155 / §5240, DHS, OMHSAS, and payer standards) - Oversee compliance systems for 200+ clinicians (BC, BC-ABA, BHT, RBT, and supervisors) - Supervise HR and administrative compliance staff - Audit session notes, treatment plans, training files, and supervision documentation - Lead DHS licensing reviews, audits, and corrective action plans - Monitor caseload ratios, credentialing, and supervision frequency - Maintain and update IBHS-specific policies, handbooks, and compliance workflows - Lead annual compliance training and new hire onboarding - Serve as primary liaison with regulators, payers, and executive leadership - Provide executive-level compliance reports and risk assessments Required Qualifications: - 5+ years of experience in IBHS, behavioral health compliance, QA, or regulatory leadership - Direct experience with PA IBHS regulations and DHS/OMHSAS licensing - Experience overseeing large clinical teams (100+ staff) - Experience leading audits, site visits, and corrective action plans - Strong knowledge of ABA service delivery and supervision models (BCBA, BC-ABA, BHT, RBT) - Experience supervising HR or compliance staff - Strong policy writing, documentation, and staff training skills Preferred Qualifications: - Experience with CCBH, Magellan, or Medicaid managed care audits - Experience in multi-site or high-volume IBHS agencies - Background in healthcare risk management or compliance leadership Compensation & Benefits: Competitive salary based on experience.
