AP Fiscal Technician

divh2Accounts Payable Fiscal Technician/h2pThis position is responsible for all accounts payable under contracts with service providers and vendors, and prepares and maintains bi-weekly agency payroll transactions. This position is also involved with record-keeping and activities of the agencys money purchase pension plan, health benefits and client accounts./ppTo perform the Accounts Payable Fiscal Technician job successfully, an individual must be able to perform each essential responsibility satisfactorily. These requirements are representative, but not all-inclusive, of the knowledge, skill, and ability required./pulliExcellent computer skills, including Word, Excel and Outlook in a Microsoft Windows environment./liliEffective oral and written communication skills./liliExcellent interpersonal skills./liliAble to exhibit a high level of confidentiality./liliExcellent organizational skills./liliMust be able to identify and resolve problems in a timely manner./liliMust be able to gather and analyze information skillfully./liliKnowledge of bookkeeping principles and practices./li/ulpOne year as a Fiscal Assistant OR Three years of work involving the maintenance of fiscal or financial records, including one year of responsible work which involves the application of accounting or fiscal principles and practices; and graduation from high school OR One year of experience in maintaining and reviewing fiscal records and an associate degree in accounting or business administration OR Any equivalent combination of experience and training./ppWhile performing the responsibilities of the Accounts Payable Fiscal Technician the employee is required to talk and hear. The employee is often required to sit and use their hands and fingers, to handle or feel and to manipulate keys on a keyboard. The employee may be required to stand, walk, reach with arms and hands, climb or balance, stoop, kneel, crouch or crawl and, enter and exit a vehicle. The employee may need to work with arms above shoulder height, bend at the waist or work bent at the waist, lift or carry items or occasionally work with an uncommon level of noise. Vision abilities required by this job include close vision./ppNormal office environment. The noise level in the work environment is usually quiet to moderate. Position may require travel throughout Carbon, Monroe and Pike counties in addition to periodic travel to other locations in Pennsylvania. Agency vehicle is usually available during work hours./ppPosition Duties:/pulliCompute, verify and allocate all accounts payable invoices for payment, record to specific cost centers; post to and balance accounts payable subsidiary journal./liliIssue checks to appropriate payees and turn them over to administrative assistant to secure signatures and to complete bill-paying process./liliPrepare monthly detailed accounts payable report for financial officer./liliFile all paid invoices to vendor file./liliPost and balance cash journal./liliPrepare cost projections (based on anticipated increases) for rentals, insurance, salaries, etc./liliCollect materials for use by auditors during annual agency audit./liliServe as backup to Fiscal Assistant./liliIn June of each fiscal year, send letters to all providers and vendors, giving them deadline to return any outstanding bills or statements for the closing fiscal year./liliPrepare bi-weekly payroll transmission./liliPrint monthly trial balance per agency cost centers as requested by Fiscal Officer./liliMonitor account code structure for consistency./liliPrepare annual roster of personnel for submission to state regulatory agency./liliCompute and confirm employee and employer contributions to retirement fund./liliCollect and enter employees accrued compensated time into payroll and internal software./liliCommunicate with Program Directors, Managers and co-workers regarding accounts payable and payroll transactions./liliReconcile employee and employer payroll withholdings to insurance vendors reports, internal revenue service reports, State of Pennsylvania and various local municipalities./liliCover office, on rotating schedule with other staff, during lunch periods, breaks, and other absences./liliLaserfiche scanning./liliAssist Fiscal Officer and Accountant as requested./li/ulpAdditional Duties:/pulliPerforms related work as required./liliUse of personal vehicle may be required./li/ulpReasonable accommodation can be made to enable people with disabilities to perform the described essential functions.
