Senior Procurement Officer
Oregon State Treasury is recruiting for the position of Senior Procurement Officer. The primary purpose of this position is to manage, coordinate, and implement best procurement practices within the Oregon State Treasury that ensure compliance with applicable laws and rules that provides consistent and standardized forms and procedures from initial development through completed performance. Job Duties Summary Develop and maintain a contract reporting system and contract files, which contain complete records of the actions used to solicit, develop, and administer contracts. Maintain complete documentation of purchases and contracts. Coordinate and inform customers of options and processes to complete a successful procurement. Independently develop, negotiate and administer complex contracts and agreements. Manage the procurement and contracting procedures, legal requirements, and contract performance by monitoring contracts. Review and interpret statutes and rules and advise managers and staff on the procedures for developing contracts; review and draft statements of work and collaborate with staff to ensure program requirements or specifications are translated into contract terms. Develop and draft contracts, or review drafts prepared by others, and ensure contracts are based on program and contract regulations and requirements, operating policies and procedures, as well as Legislative intent and Treasury objectives. Prepare and issue formal solicitations to gather information from potential contractors. Devise negotiating strategies, independently negotiate and administer legally-binding contracts or agreements without procedures and precedents. Manage agreements or contracts that require a wide breadth of planning, coordination and problem identification due to conflicts inherent in the contract and agreement process. Negotiate contract terms to minimize performance risk. Negotiate price agreements for services. Negotiate contract renewals, amendments, and work changes. Assist in the development of new programs and the associated contractual agreements. Develop new financial arrangements and accelerated delivery schedules to support program needs. Consult with Attorney General’s office to facilitate their clarification of legal issues and the approval of contract language. Provide liaison between private attorneys and Attorney General’s office. Negotiate agreement terms and solve conflicts between local government representatives and agency staff. Work Schedule This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury’s Salem office. The schedule will be approximately 90+% time spent remote with a minimum of eight times per year in-office presence, spread over each quarter of the year. Salary Range $65,796 - $100,992 annually. Job Classification This position is classified as a Procurement & Contract Specialist 3. This position is a SEIU represented position. Required Minimum Qualifications Five years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations; OR A bachelor’s degree and two years of professional-level procurement and contract experience related to the position; OR Any combination of experience and education equivalent to five years of procurement and contract experience related to the position. Desired Attributes Job Specific Attributes Experience conducting procurements under the Oregon Public Contracting Code. Experience negotiating terms and conditions with vendors to ensure compliance with Oregon laws. Experience conducting Competitive Sealed Proposal or Competitive Sealed Bidding procurements.Oregon Procurement Basic Certification (OPBC) designation. Universal Public Procurement Certification Council’s Certified Professional Public Buyers (CPPB) or Certified Professional Public Officer (CPPO) designation.
