ERSEA Specialist
Under the direction of ERSEA Manager, the ERSEA Specialist facilitates assigned responsibilities related to eligibility, recruitment, selection, enrollment, and attendance through ongoing and astute data analysis, cost modeling, and community outreach to ensure full enrollment, maximized utilization of funding sources, and community wide message saturation of Carole Robertson Center for Learning program offerings. The ERSEA Specialist works closely with a cross-functional team of Program and Impact leaders and direct service staff to monitor and assess processes and procedures that ensure 100% enrollment and full attendance.Major Responsibilities And Key TasksCollaborate with Programs and Impact staff and leadership to ensure full enrollment, retention of enrolled children and/or expectant mothers and consistent attendance at or above 85% across all funding sources.Participates in establishing outreach and recruitment plans and actively serves in the execution of plans.Establishes and sustains community partnerships for outreach and continuity.Provides technical assistance to families and staff to ensure accurate and timely completion of intake processes according to funding guidelines.Works with Programs and Impact staff to ensure eligibility is established and maintained for all families and children at assigned locations. Ensure compliance with contractual, policy, procedural and timeline requirements, with a focus on family-friendly, child-centered access to eligibilityWorks with ERSEA and FSS team members to meet all deadlines related to eligibility, applications, redeterminations, and other required documentation.Maintains current up-to-date eligibility tracker for families enrolled through various funding sources for assigned site.Communicates with staff in a timely manner to provide notice of approvals, cancellations, denials, requests for additional information. Communicates with finance upon approval, cancellation, or co-pay change of families enrolled CCAP by completing a Status Form.Participates in webinars, conference calls, work groups, and system testing.Ability to learn and maintain knowledge of CCMS, IPACS, DataCap and other systems required for CCAP work and processing.Ability to learn and maintain knowledge of Child Plus and other systems required for EHS/HS, PFA and PI work and processing.Identifies individual or programs issues which require advocacy.Maintains positive, productive working relationships with eligibility staff at all Child Care funding agencies. Works cooperatively with other staff and families to insure maintenance of eligibility for programs.Performs other duties as assigned.Qualifications And RequirementsAssociate's degree minimum, Bachelor's degree preferred, in Human Services or related field or related work experienceWorking knowledge of Subsidized Child Care systems.Working understanding of early learning and youth development operations.Ability to work cooperatively with families, staff. and funding agencies.Experienced in the use of Outlook, Excel, Word, and PowerPoint, Microsoft Teams. Demonstrated ability to use technology to maximize communication between all program stakeholders: staff, families, and community partnersDemonstrated ability to use technology to ensure organizational efficiencies and analysis.Ability to organize and prioritize multiple competing priorities to maximize personal and team effectiveness.Must be able to understand, analyze, interpret, and make decisions about complex information.Strong interpersonal communication skills (verbal and written) to clearly and concisely present ideas and concepts and tailor communication to multiple, non-technical audiences including team members, families, and other constituents.Must be able to resolve problems, handle conflict, and make effective decisions that align with organizational mission under pressure.Strong organization and follow-through skills to prioritize multiple, competing priorities while maximizing personal and team effectiveness.Ability to multi-task while ensuring integrity across roles and responsibilities.Ability to build positive and effective relationships with a broad and diverse set of stakeholders that positions the Center as trusted partner.Excellent project management skills that foster positive collaboration and stellar execution.Promote a positive and supportive work environment.Personal qualities of integrity, credibility, and commitment to the Center's mission, proactive, hands-on strategic thinker.Exudes positivity, compassion, and care in every facet of the role.
