OVERVIEW Multnomah County is seeking a Public Campaign Finance Program Manager to lead the development and implementation of a new public campaign financing program for Multnomah County elections. This includes convening and collaborating with a Public Campaign Financing Implementation Advisory Committee and providing briefing to the Board of County Commissioners. Responsible for developing recommendations for program implementation, future staffing, data management, new and updated rules and ordinances while ensuring the work and reports center equity and inclusion with the goal of creating a comprehensive timeline for program launch by December 1, 2025. The responsibilities of this role: Project Leadership: Lead the planning and implementation of the public campaign financing program implementation project; develop project plans; facilitate the definition of project scope, goals, milestones, and deliverables; define project tasks and resource requirements; plan and schedule project timelines; identify risks and develop contingency plans; ensure project goals are met within budget and timeline constraints. Provide strategic analysis and support to management in recommending and implementing policies, guidelines, and procedures; develop and conduct surveys for process improvement and other issues; analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends; review, edit and distribute position papers. Coordinate the recruitment and selection of the Implementation Advisory Committee members. Facilitate committee meetings, providing agendas, materials, and support. Ensure committee recommendations are documented and communicated effectively. Facilitate communication and collaboration among project stakeholders, including the Implementation Advisory Committee, County Management staff, and elected officials. Project Recommendations and Implementation: Collaborate with the Implementation Advisory Committee to develop comprehensive recommendations for program implementation. Prepare a detailed report outlining the committee's recommendations and presenting research findings. Coordinate necessary procurement processes. Create an implementation timeline with key milestones. Move implementation strategy forward after approval by the County Board of Commissioners. Provide expert guidance to other departments, the general public, and/or outside agencies; represent the county to the public, elected officials, other agencies, governments, and organizations including preparing and making presentations, participating in meetings, and conducting community outreach; act as representative on committees, interagency task forces, and special projects; respond and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary. Research and Analysis Conduct research on best practices in public campaign financing programs in other jurisdictions. Analyze legal frameworks and governance models for potential implementation in Multnomah County. Identify and evaluate financing options for the program. Support the research and analysis priorities identified by the Implementation Advisory Committee. Assist management with personnel matters, including labor issues and grievances, contract negotiations, and risk management; evaluate and recommend actions regarding department-wide personnel matters; may hire, prioritize, assign, supervise, and review the work of a diverse workforce; develop and revise work processes; establish work schedules; provide or coordinate staff training; manage performance and work with staff to correct deficiencies; monitor work performed to meet agreed upon goals and objectives. Community Engagement Build relationships with community partners, including the City of Portland's Office of Small Donor Elections. Facilitate collaboration and information sharing with relevant collaborators. Engage and perform outreach with marginalized communities in Multnomah County to ensure the Public Campaign Finance program meets its goals of enfranchising BIPOC, LGBTQIA2S+, disabled and other underrepresented participants. Track and document engagement with community partners. Minimum Qualifications/Transferable Skills*: A Bachelor's Degree - in lieu of a degree, will we consider equivalent years of related experience Three (3) to six (6) years of increasingly responsible experience that demonstrates the ability to perform the duties of the position. Knowledge of principles and practices of administration in the public sector including methods used in project management, policy analysis, and strategic planning.
