Business Analyst100% telecommute.Hours: 6AM - 3PM Hawaii Standard TimeTeam: 2 peer BA's working within a matrixed team of project managers, SME's, developers, and testers.Interview Process: 3 rounds via videoProject: Design and delivery of an all-payer claims database which incorporates data from multiple state systems and produces analytic results via dashboards and reportsResponsibilities:Establish and implement appropriate team structure to complete program implementationEstablish and maintain positive relationships with the client's executive leadershipEstablish and maintain positive relationships with various Optum and UnitedHealthcare delivery teamsEstablish and manage the JAD process, driving alignment on requirements and functionalitySolicit, review, analyze, and create business requirementsDeveloping Business Requirements and upkeeping requirement documentationDeliver results with efficiency, quality, and customer value; measure and report result to the client and to Optum stakeholdersEngage client and Optum stakeholders to manage risks and timely resolution of issuesEnsure in scope deployments are completed on time and per contract requirementsEnsure operational services are delivered with quality and within KPI and SLA requirementsPrioritize multiple demands and ideas based on available resources and client commitmentsSupport decisions and act quickly and effectively to sustain progressNavigate and influence multiple cross-functional teams (both clients, Optum and United Healthcare) in a complex work environmentFoster and support business development opportunities while engaged with the clientTop Requirements:5+ years of demonstrated experience in soliciting, reviewing, analyzing, and writing function and non-functional business requirements5+ years of experience performing and leading requirements gathering and validation2+ years of experience managing project controls including issues, risks, requirements, scope, schedulesRequired:Bachelor's degree or equivalent experience5+ years of demonstrated experience in soliciting, reviewing, analyzing, and writing function and non-functional business requirements5+ years of experience performing and leading requirements gathering and validation3+ years of demonstrated experience in the Healthcare industry with claims, provider, or member data2+ years of experience managing project controls including issues, risks, requirements, scope, schedulesExperience maintaining visibility on day-to-day activities with project teams and ensuring sufficient facetime with key executive stakeholdersExperience engaging in government RFP responses and SOW activitiesExperience in the healthcare operational services industryDemonstrated experience partnering with stakeholders (client and internal) to ensure the proper strategy, plan, alignment, integration, and visibilityDemonstrate and apply knowledge of technology industry trends and toolsDemonstrate and apply understanding of applicable regulations (e.g., HIPAA, SOX) and UHG policies/standards (e.g., RSA, security)Understanding of Federal/CMS/State regulations, requirements, and processesWillingness and ability to meet with state client and conduct requirements sessions in HST (Hawaii) time zonePreferred:Willingness and ability to meet with state client and conduct requirements sessions in HST (Hawaii) time zoneIdeal Background:The ideal candidate has extensive experience as a delivery professional managing relationships with State or Federal government executives in both implementation and on-going operations phases of large government health services contracts.This candidate will be an established leader with operational credibility and experience in the areas of implementing business service operations and Medicaid Management Information Systems (MMIS) or Enterprise Data Warehousing (EDW), and leading efforts that bring best possible solutions to the marketplace.What will set candidates apart:Prior Busines Analytics experience with experience in state government environments, specifically Medicaid.Due to the time zone constraints candidates located in Hawai'i or on the west coast (PT & MT time zones) will be able to interact with the client more easily.
