This senior leadership role assists in directing the operations of the Parking Department and oversees the City’s traffic engineering, transportation planning, and traffic control systems. Position OverviewUnder general direction, the Deputy Commissioner supports the management and strategic initiatives of the Parking Department with primary responsibility for transportation engineering and traffic operations. The position is responsible for planning and implementing traffic control systems, conducting traffic engineering studies and transportation analysis, reviewing development proposals and roadway improvement plans, and advising City leadership on traffic safety and mobility matters.The Deputy Commissioner also supervises professional, technical, maintenance, and administrative staff and coordinates transportation initiatives with City departments and boards.The position assists with the preparation and administration of the transportation budget and supports the development of modern traffic management systems.This role plays an important part in maintaining the safe and efficient movement of vehicles and pedestrians throughout the City.Desirable Education And ExperienceCandidates must meet one of the following requirements: Master’s Degree in Traffic Engineering, Transportation Planning, or Engineering and five (5) years of traffic engineering experience; or Bachelor’s Degree in Traffic Engineering, Transportation Planning, or Engineering and six (6) years of traffic engineering experience; or An equivalent combination of training and experience as defined above.Note: Professional Traffic Operations Engineer (PTOE) certification, preferredSpecial Requirements: Possession of, or eligible for, a New York State Professional Engineer (PE) licenseValid New York State driver’s licenseHow To ApplyInterested candidates should submit a cover letter and résumé detailing their qualifications and experience to klivingston@whiteplainsny.gov. The MPS includes eight garages and 23 surface lots throughout the city. It also includes all on-street parking meters in White Plains. The Department of Parking is responsible for the following duties: General cleaning Landscaping Meter revenue collection Meter revenue processing Parking facility maintenance Citywide signage maintenance and installation Citywide traffic signal maintenance and installation Citywide pavement markings maintenance Parking facility snow removal There are over 13,000 spaces within the City of White Plains' MPS. The Department maintains approximately 3,000 single space parking meters and 160 multispace parking meters throughout the MPS. Additional Responsibilities The Department sells permits, takes parking ticket payments and assists the public at four parking garage offices. The Department prepares the annual budget and monitors and evaluates the Parking Department's income and expenses.
