SUMMARY:The buyer is responsible for the identification of suppliers and respective relationships needed to support VPC customers both internally and externally while maintaining cost, quality and delivery objectives.DUTIES AND RESPONSIBILITIES:
Procurement/Production Support
Place purchase orders using proper authorization policies i.e. MRP, engineering prelist etc…
Closely monitors MRP exception messages and act upon those not in support of production, customer needs or inventory goals
Aids in coordination of all procurement activities surrounding various commodities including expediting of needed material and oversight of late material or material with quality issues
Helps ensure that all facets of the procurement program conform to government, ISO, VPC and other applicable regulations
Provides production management, production planners and customer service information on any material delivery that will or could impact any current customer or potential orders, as well as any other possible effects (i.e., other part numbers impacted)
Quote (RFQ) new items as needed ensuring best cost, quality and delivery are competitive and within the needs of the organization
Coordinates all production efforts for customer orders, stocked items or other internal customer requirements against material availability, production capacity and request date for optimal levels of resource use, costing and delivery times
Supports RNP processes and attends AQP meetings as needed
Member of the Preferred Supplier Program (PSP), ensuring all standards for qualification are current and are maintained to meet changing customer requirements
Evaluates vendors against the PSP standards and advised of performance on a periodic performance, including removal for non-performing vendors
Periodically assists in reviewing and updating ISO procedures that are relevant to the procurement process
Inventory Management
Use of ABC policies to ensure turns are within defined limits
Setup and maintain order policies/safety stocks to suit both business needs and inventory turns objectives on all responsible items
Participate and help facilitate the implementation of ECN’s
Ensure defective materials are properly transacted
Follow policies governing stockroom procedures to ensure inventory accuracy is not compromised
Supplier Management
Identify/evaluate new and existing vendors to support various commodities based on quality, dependability, flexibility and pricing
Ensures that vendors provide some degree of competitive advantage to VPC, such as pricing, dependability, flexibility and quality via measurable metric(s) to management
Ensures all supporting documentation for vendor quotes, responses and other related information is maintained in historical records
Address pricing and delivery issues
Act as mediator between quality, engineering or other external departments and the supplier
Facilitate supplier visits
Manage supplier relationships
Review supplier terms and conditions where applicable to risk management
Monitor commodity trends price/availability and proactively communicate potentially adverse effects
Cost Management
Continuously reviews and updates item master file with current costs, lead times, purchasing notes and other pertinent vendor information
Coordinates with accounts payable for invoicing verification
Monitor and address PPV or IPV issues
Work on cost down initiatives
Performs other related duties as assigned by management.SUPERVISORY RESPONSIBILITIES:
This job has no supervisory responsibilities.QUALIFICATIONS:
Associate's Degree (AA) or equivalent from a two-year college or technical school and certifications for purchasing. Five years’ experience in a related field preferred.
Certifications: ISM, NAPM and/or APICS preferred
Computer Skills: Proficiency in Microsoft Excel, Microsoft Word, MAPICS, internet and e-mail software. Knowledge of Microsoft Project, Microsoft Powerpoint and Microsoft Access. MRP and AS400 experience are both a plusEEO Statement
