Project Controller

Location: Houston, TX (On-Site)Duration: ContractPay Rate: $71.00/ hr.We are seeking a highly experienced Project Controller (Specialist) to support large-scale capital projects. This role is critical in driving project performance across cost, schedule, forecasting, and reporting while partnering closely with project management, engineering, procurement, and construction teams.This is a hands-on position requiring deep expertise in project controls, earned value management, and cost forecasting within complex, high-risk project environments.Key ResponsibilitiesProvide end-to-end project controls support including project initiation, cost management, change management, progress measurement, reporting, and closeoutCollaborate with project managers to develop and review project plans, estimates, schedules, risks, and contractual requirementsDevelop and implement project controls systems, procedures, and monitoring frameworks to ensure cost and schedule performanceEstablish and communicate Control Work Breakdown Structure (WBS) for reporting and trackingSupport development of baselines in collaboration with estimators and schedulersMonitor and analyze project costs, commitments, and forecasts, including estimate at completion (EAC)Apply Earned Value Management (EVM) principles, including rules of credit and progress measurementEvaluate cost variances, trends, and risks; provide data-driven insights and recommendationsReview contractor cost and progress performance and provide input into forecastingEnsure proper budget alignment, AFE funding, and time phasingParticipate in risk reviews (QRA), forecasting updates, and performance reporting cyclesReview monthly reporting packages and drive improvements in reporting accuracy and claritySupport project assurance reviews and ensure compliance with project controls standardsMentor and provide guidance to junior and intermediate project controllersPresent project performance updates to senior and executive leadershipEnsure all financial, administrative, and system close-out activities are completedRequired QualificationsBachelor’s degree (required)15+ years of experience in project controls on large capital projectsStrong expertise in:Cost control & forecastingScheduling integrationEarned Value Management (EVM)Change managementProven experience working across engineering, procurement, construction, and finance teamsExperience with high-risk or complex capital programs across multiple asset typesStrong analytical, reporting, and stakeholder communication skillsExperience mentoring or leading junior team membersPreferred:Field/project site experienceExperience supporting large-scale EPC environmentsIf you're a senior-level Project Controls professional who thrives in complex project environments and enjoys driving performance through data, we’d like to connect.Employment & Training Centers, Inc. is an E-Verify employer.
