Project Manager
JOB DESCRIPTION: The Project Manager will assist the General Manager by managing Village improvements
and overseeing construction and development projects; coordinate people and processes for QCV, ensuring that
all projects are delivered on time, within scope & budget and produce desired results; administer RFP processes
for all Village divisions; represent Quil Ceda Village with the highest level of competence and professionalism.

EDUCATION:
Construction Management or Mechanical, or Civil Engineering Undergraduate Degree
Project Management Professional Certification (PMP) preferred
SKILLS:
Must be able to understand, communicate and accurately estimate mechanical concepts
Must have a strong understanding of architectural design, site design, space planning, building systems,
utility infrastructure and construction best practices
Must have advanced organizational and time management skills; able to multi-task job responsibilities
managing projects tasks with varying degrees of urgency and frequent changes
Must be capable of independently and collaboratively creating and improving systems and processes to
move projects forward
Must have extreme attention to detail - errors & mistakes can result in significant financial losses
Must be able to process a variety of accounting and arithmetic computations with speed and accuracy
Must possess interpersonal skills and be able to communicate using tact, patience and courtesy; and be able
to establish and maintain effective working relationships with teammates, consultants, and vendors
Must be proactive, willing to take initiative and be results oriented
Must have advanced computer skills and proficiency in Word, Excel, Project, AutoCAD, Smartsheet, and
Viewpoint
Must be able to think quickly and critically, with excellent problem-solving skills
Must be able to lead and foster a positive working environment and have strong work ethics
EXPERIENCE:
5 years of project management experience, leading elements of scope, time, cost, risk, quality, integration,
procurement, human resources and communications
5 years of active participation in a variety of construction projects with progressively increasing
responsibility
OTHER REQUIREMENTS:
Must have and maintain a valid WA State driver’s license and maintain personal automobile insurance;
employee will be required to occasionally visit assigned account locations
Must be able to successfully complete a Tribal, State and Federal background investigation and be able to
pass a hiring and periodic random urinalysis
Must be willing to attend progressive job-related training as requested
Must have a successful employment history with current and past employers
Must be able to perform other related duties as assigned
PHYSICAL CHARACTERISTICS AND/OR PREREQUISITES:
Must be 18 years of age or older and legally authorized to work in the United States
Hand and finger dexterity for the operation of personal computer and routine paperwork
Tolerance to be exposed to computer screen for prolonged periods of time on regular basis
Stamina to sit, stand, and/or walk for prolonged periods of time, including construction areas
Ability to lift and carry 40 lbs. on an occasional basis
Mobility to bend, stoop, and/or climb stairs on an occasional basis
SPECIFIC JOB PERFORMED:
Responsible for all phases of Village construction and development process including but not limited to
concept, feasibility, design, permitting, construction, compliance and subsequent operation and
maintenance efforts.
Assist with records and file management processes, organizing and tracking project data for historical
archives
Collaborate with cross-functional teams in support of construction, infrastructure development and various
municipal improvements supporting growth of Quil Ceda Village
Assist with development and maintenance of standards, design guidelines, equipment specifications, and
other aids used to centralize and accelerate development
Serve as a consultant to teams, drafts Requests for Proposals for the procurement of equipment and/or
services
Coordinate RFP processes including posting, logging and tracking applications, preparing proposal review
tool for evaluators, and creating and tracking funding recommendations
Author RFP recommendation memos and other materials for presentation to General Manager for decision-
making
Manage the relationship between QCV, third-parties and project stakeholders, resolving contract-related
change orders, disputes and payments
Conduct start-up meetings and post-project analysis to evaluate success and areas of improvement for
future projects
Develop project scopes and objectives, involving all relevant stakeholders and ensuring feasibility;
coordinate resources and third parties/vendors for flawless execution of projects
Establish a project guideline for each approved project that defines the goals, objectives, risks, assumptions,
staffing levels, roles and responsibilities, work breakdown structure, milestones and deliverables
Author resolutions for contracts and amendments, submitting materials for presentation to Quil Ceda
Village Council
Responsible for appropriate verification techniques to manage changes in project scope, schedule, and costs
Manage all subcontractors and suppliers to ensure cost and quality control; oversee change orders and
owner-driven changes, monitoring project progress and cost closely
Oversee and distribute project documents where required (RFI’s, change logs, submittal schedules, POs,
etc.)
Initiate project inspections, ensuring compliance with design guidelines, tribal codes, ordinances & other
requirements
TERMS OF EMPLOYEMENT:
This is a Regular Full-time position, requiring at least 40 hours per week, or 2080 hours per year. Employee may be required to work
after hours, weekends, special events and/or on call. Upon successful completion applicable probationary period employee may be
eligible for an increase in pay, subject to budgetary restriction. Employees will be required to work on-site. No provisions for relocation
will be provided.
