Essential FunctionsManages contracts and Inspection staff for extended periods of timeInspects water and sewer main line construction projects, new water and sewer lateral connection installations, water and sewer lateral connection renewals, water main rehabilitation including cleaning and lining, sewer and manhole rehabilitation, paving, sod and landscaping restorationInspects pipe installation and approves materials on-site for proper quality and report defects; has the authority to reject materials and workmanshipMakes decisions relative to the intent of the Standard Specifications or Standard Details in the absence of the Supervisor, Technical ContractsChecks for proper water and sewer tap installationsConducts and/or monitors compaction testing of backfilled soils during and after completion of the workObserves safety regulations including wearing personal protective equipment, follows and enforces recommended safety practices, and ensures required safety precautions are taken and proper traffic control is adhered toSchedules water main shutdowns, locates and operates valves, performs chlorination samplings, and any other items necessary for the execution of contract workVerifies grading and alignment of water mains, sewer lines, and appurtenances to ensure the work is done within the requirements of the contractAdvises contractors of deviations from the provisions of the contract and offers assistance to properly perform workDocuments contractor's activities and progress through daily reports and sketches as a form of confirmation for accurate payment and claim evaluationsPerforms visual sewer main and manhole final inspections, oversees sewer air and mandrel testing, televising of sewer lateral connections, hydrostatic water main testing, and prepares reports of findingsInspects restoration of areas disturbed during constructionPrepares and submits paving and landscaping restoration ticketsPrepares final house connection and field as-builts for each job completedConducts pre-construction meetings and monthly progress meetings with Local, State and Federal agenciesDrives a vehicle to conduct WSSC Water business Other FunctionsServes as the supervisor, technical contracts in their absenceServes as the lead Inspector on complex projectsServes as the lead trainer of new inspectorServes as liaison with agencies (local, State, Federal), internal WSSC Water customers and contractors regarding construction projects to ensure proper notification and procedures are followed according to the jurisdictionMay be assigned to work hours outside of the regularly scheduled work week to accommodate construction schedulesAssist contractors with locating pipe, laterals connections through record review and use of M-scopes or wandsStudies and investigates assigned construction project package (plans, job specs, permits, etc.) and reviews findings with Supervisor, Technical Contracts and/or the project contractorAids in the design/review of construction contracts with the guidance of the Supervisor, Technical ContractsPerforms related duties as assigned Work Environment And Physical Demands Work is performed in the office and field. Required Knowledge, Skills, And AbilitiesExtensive knowledge and experience with new and rehabilitative pipeline construction and construction practices, procedures and materialsConsiderable knowledge of soil compaction and testing methodsConsiderable knowledge of environmental regulations, sediment control devices, and traffic control standardsKnowledge of concrete placementSkill in reading and interpreting construction plans and contract documentsThorough understanding of the WSSC Water Standard Specifications and Standard DetailsAbility to compute volumes and quantities of construction materialsConsiderable knowledge of interpreting survey field notesAccurate preparation of detailed daily project progress reportsEffective verbal and written communication skills, and strong team orientationAbility to enter confined spaces, work outdoors in inclement weather, climb in and out of ditches and other structures under construction, and the ability to lift objects that weigh up to 50 lbsProficient in computer programs including, but not limited to, Microsoft Office Word, Excel, Outlook, and TeamsFamiliarity with erosion and sedimentation control Minimum Education, Experience RequirementsHigh School diploma or equivalent4+ years of experience in the inspection and/or installation of underground water and sewer new, and/or rehabilitative pipeline construction Additional RequirementsPossession of a valid driver's license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver's permit within 90 days of hire or transferMust obtain and maintain Operator License for Water Distribution Systems (D1) and Wastewater Collection System (C2) within 2 years of hire or transferCompletion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter PreferencesAmerican Concrete Institute (ACI) certificationErosion and Sedimentation Control certificationNASSCO Certified in ITCP, or PACP, MACP & LACPWater and sewer design experienceMDE Water distribution Operator's license and Waste Water collections licenseExperience with MS OfficeExperience with construction management softwareConstruction inspection certifications such as erosion and sediment control, and traffic control Salary $32.76 - $55.78 Posting Detail Information EEO Statement Close Date 06/01/2026 Open Until Filled No Special Instructions to Applicants Additional Information All applicants selected will be subject to drug screening and a background check/verification.
