OMHC Clinician and Compliance Specialist
The OMHC Clinician and Compliance Specialist supports the integrity, quality, and regulatory standing of The Children's Guild (TCG) across all program areas. Reporting to the Director of Compliance, this role supports internal audit functions, policy administration, incident and CPS reporting systems, compliance training, regulatory mapping, and teacher licensure case management. The Compliance Specialist works across OMHC, non-public special education schools, Treatment Foster Care, and DC charter school programs, and risk—helping build process and systems that keeps TCG accountable, audit-ready, and aligned with state, federal, and accreditation requirements.Essential Duties And ResponsibilitiesAssists with internal audits across OMHC, non-public schools, Treatment Foster Care, and TCGDC—reviewing records, assessing compliance with applicable standards (COMAR, CARF, COA, MSDE, OSSE, IDEA), and preparing reports that identify risk areas and improvement opportunities. Supports the tracking of audit findings and corrective action plans (CAPs), monitors implementation, and coordinates with program directors to support external reviews, licensing renewals, and accreditation site visits.Serves as the primary compliance contact for conditionally licensed teachers at TCG non-public schools—maintaining case files, tracking MSDE licensure timelines and performance plan milestones, and supporting teachers in navigating coursework, observation, mentor supervision, and PRAXIS or portfolio requirements. Monitors at-risk cases and flags concerns to the Director of Compliance and HR with sufficient lead time; maintains a centralized tracking system and generates leadership reports on licensure status across all affected school programs.Assists in the maintenance of a comprehensive policy library—tracking review cycles, managing version control, drafting and revising policies in plain language, and facilitating the review and approval workflow from draft through leadership sign-off. May communicate policy updates to affected staff and programs, coordinates with Risk, HR and training teams to ensure corresponding training is delivered and maintains a policy acknowledgment system to confirm staff receipt and understanding.Assists in the design, development, and implementation of workflows, tracking systems, and staff job aids across all TCG programs for both incident and CPS reporting—ensuring alignment with COMAR, OSSE, MSDE, and licensing requirements and supporting mandatory reporting compliance with Maryland DHS and DC CFSA. Analyzes incident data to identify patterns and systemic gaps, conducts after-action reviews with program directors, and supports external agency investigations through organized documentation and coordinated communication under direction of the Director of Compliance.Designs, develops, and delivers compliance training using various training systems across all TCG programs in multiple formats—maintaining a training calendar aligned to onboarding, annual renewals, and regulatory cycles (mandated reporter, HIPAA, FERPA, IDEA); tracking completion and generating compliance reports; and maintaining records sufficient to demonstrate compliance during licensing, accreditation, and regulatory reviews.Develops and maintains a regulatory mapping framework linking applicable laws, accreditation standards, and licensing requirements (MSDE, OSSE, COMAR, CARF, COA, and others) to corresponding TCG policies and training—flagging gaps, monitoring regulatory updates across all program types, and producing mapping reports that support leadership decisions, board reporting, and external audit preparation.Serves as an investigator in employee relations matters.Represents the compliance function professionally in cross-functional meetings, workgroups, and committees.Maintains confidentiality of sensitive information including personnel records, client information, and investigative materials.Contributes to a compliance culture grounded in education, transparency, and continuous improvement rather than fear or enforcement.May be assigned other duties by Director of Organizational Compliance, CHRO, or Risk Manager.QualificationsMinimum QualificationsBachelor's degree required in education, public health, social work, healthcare administration, legal studies, or a related field.Master's degree or J.D. preferred.ExperienceExperience in compliance, quality assurance, regulatory affairs, or a related function—preferably in a nonprofit, healthcare, or education setting.Experience working in or with OMHC, special education, foster care, or charter school programs preferred.Experience with MSDE, CARF, COA, OSSE, COMAR, IDEA, or HIPAA compliance strongly preferred.Knowledge, Skills, And AbilitiesWorking knowledge of Maryland and DC regulatory frameworks governing behavioral health, special education, and foster care programs.Ability to read, interpret, and apply regulatory language to organizational practice.Strong written communication skills, including the ability to draft policies, reports, and training materials in plain language.Organized, detail-oriented, and able to manage multiple concurrent workstreams and deadlines.Proficiency in Microsoft Office 365 (Word, Excel, PowerPoint, Teams, SharePoint).Comfort working independently and exercising sound judgment in sensitive situations.Ability to build trusting relationships across programs while maintaining objectivity as a compliance function.Cultural Awareness ExpectationsThe Children’s Guild employees are expected to honor the diversity that makes up our community.
