About the CompanyThe Web & Systems Developer supports the United States Army Fires Center of Excellence (USAFCoE) by designing, developing, and maintaining digital assets, including internal and external websites, SharePoint environments, Power Platform applications, automated workflows, and data visualization tools. This role provides expert technical guidance on web technologies, workflow automation, and AI integration while ensuring compliance with cybersecurity and accessibility standards.About the RoleThis role provides expert technical guidance on web technologies, workflow automation, and AI integration while ensuring compliance with cybersecurity and accessibility standards. Responsibilities include managing permissions, content, and site structures; creating and editing web and print assets using Adobe Creative Suite; and delivering responsive user support across USAFCoE and tenant organizations.ResponsibilitiesProvide expert technical guidance and assistance for all USAFCOEFS internal and external WPDAP, covering web technologies, data management, data visualization, Artificial Intelligence (AI), and workflow automation. This support will leverage a range of technologies, including but not limited to:Microsoft 365 Application SuiteMicrosoft Power Platform (including Power Apps, Power Automate, and Power BI)Supporting tools such as Vantage, Tableau, and AdvaniOther related technologies as they become availableSupport knowledge-sharing initiatives and collaborative technology implementation, while ensuring strict adherence to all cybersecurity, information security, and assurance policies across managed internet services.Design, develop, and maintain USAFCOEFS digital assets, including internal and external websites, Power Platform applications, automated workflows, and Power BI dashboards. This responsibility extends to all SharePoint administration functions (managing permissions, sites, document libraries, lists, forms, web parts, and templates) and the management of associated data visualizations and databases.Provide troubleshooting and technical assistance to USAFCOEFS, tenant units, Garrison, DENTAC, and MEDDAC.Provide strategic planning support to the USAFCOEFS FCoE Chief Knowledge Officer, which includes assisting in the development of long- and short-range plans and the optimization of resource allocation. Furthermore, the contractor will be responsible for the continuous improvement, development, enhancement, and management of Command web properties.Provide prompt and effective user support, serving as a primary point of contact for USAFCOEFS web capabilities and a liaison with installation staff, Army personnel, and contractors.Create and edit assets for print and web, utilizing the Adobe Creative Suite (e.g., Photoshop, Illustrator, Lightroom) and any other industry-standard graphic design software as required.Keep a daily log of all work performed and provide COR monthly reports of work completed or work pending completion. Report will be provided on the first (1st) working day of each month. Contractor shall propose work log format for COR review and approval within 30 calendar days of award.Respond to all routine service requests within four (4) hours of notification and complete all work within eight (8) hours of notification. Complex requirements taking longer than 8 hours to complete will be discussed with COR and a reasonable completion date will be established.Engineer media sites to ensure consistency across domains.Contractor shall develop and maintain workflows approved by the COR.Enhancements may include:Redesign of web page(s)Integration of other commercial/Government softwareDevelopment of minor web-based applications/interfaces;Elimination, modification and/or addition of portal or website functionalityImprovements in use and application of help tools and other enhancements that improve the Web-based Knowledge Environment (WBKE).Design, develop, and support web content with Blogs, RSS/News feeds, audio and video, and social networking services and their associated APIs.Coordinate with business content owners and a variety of content providers, departments, and offices to provide solutions, drafting the final version for publication.Provide input and feedback to content owners and management support on design, aesthetics, and implementation of enriching features and technologies within the Government environment.Perform reviews and audit actions for websites and online content for relevant and timely information, and compliance with regulations and policy.Perform maintenance, administration, and enhancement of websites and web-based services.Design and implement links to other DOD websites, which comply with DOD and U.S. Army G-6 standards and regulations.Identify changes necessary to upgrade websites and services.Ensure compliance with Section 508 of the Rehabilitation Act of 1973 and the Architectural and Transportation Barriers Compliance Board Electronic and Information Technology (EIT) Accessibility Standards.QualificationsPossesses a bachelor's degree in computer science, Information Systems, or related field of study; OR five (5) years of Web and Systems Development related experience.Has software experience in MS 365, Power BI, Power Apps, Power Automate, Dataverse, Azure DevOps, Azure Storage, X code, VS code, PowerQuery.Has experience, knowledge and skills regarding Artificial Intelligence (AI), Large Language Models (LLMs), and Bot creation.Has experience, knowledge, and skills utilizing the Adobe Creative Suite (e.g., Photoshop, Illustrator, and Lightroom) and any other industry-standard graphic design software as required.Must have experience in web development and webmaster support as follows: performing graphical design; site planning; and layout of web applications, websites, and web related services and technology utilizing dynamic and static web interfaces using HTML, DHTML, VB Script, Java Scripts, and Cascading Style Sheets.Can design, develop, and support web content with Blogs, RSS/News feeds, audio and video, and social networking services and their associated APIs.Can create SharePoint pages and content utilizing basic web parts, administering permissions and groups, updating information, creating workflows, and basic maintenance procedures. The Contractor shall be able to perform reviews and audit actions for websites and online content for relevant and timely information, compliance with regulations and policy.Has solid oral and written communications skills.
