Program Manager

Job OverviewProgram Managers assume overall responsibility for managing all aspects of state testing projects. They must be able to work collaboratively in a fast‑paced environment, anticipate problems and devise creative solutions, build positive relationships with senior‑level state clients and stakeholders, manage project teams, and ensure quality control procedures produce high‑quality assessments on time and within budget. They work in dynamic environments where project requirements change and must seek information and advice proactively. Successful candidates create a proactive culture where high‑quality product delivery is second nature. ResponsibilitiesManaging all aspects of complex, large‑scale assessment programs in a high‑security environment. Overseeing the transition of paper and pencil testing programs to an online, computer‑adaptive format while working closely with senior‑level clients at state Departments of Education. Developing and implementing processes, procedures, and schedules to meet project deliverables and client needs. Working with state clients to ensure all plans and schedules are viable, clarifying roles and deadlines, and establishing clear lines of communication. Chairing and facilitating high‑level client and sub‑contractor meetings, guiding discussions among stakeholders to reach concrete decisions. Creating a master schedule that reflects client needs and team work requirements, monitoring deadlines and deliveries to ensure timely commitments. Communicating schedule changes to project staff and providing solutions to day‑to‑day operational issues. Ensuring scope changes are reflected in contracts, budgets, activities, and schedules, and communicating these changes to the team. Managing team leads for item development, technical, reporting, website, software, and operations, ensuring each team receives required guidance. Informing AIR senior management of risks, missed deadlines, or budget overruns, managing subcontractors, and monitoring budgets. QualificationsBachelor’s degree required; M.B.A., M.A. in a relevant field, or equivalent preferred. Minimum five years of progressively increasing responsibility managing tasks and projects in a fast‑paced environment. Experience working directly with senior‑level clients. Experience with large‑scale assessment projects. PMP certification preferred. Experience with online, secure delivery systems a plus.
