Position Overview
Our client is actively seeking an experienced Wet Utilities Estimator to prepare accurate cost proposals for underground utility projects involving water, sewer, storm drain, and pipeline systems. This on-site role in San Bernardino County supports pre-construction efforts and helps secure public and private infrastructure projects throughout Southern California.
Key Responsibilities
Analyze civil drawings, specifications, and project documents to define scope and cost.
Perform detailed quantity take-offs for excavation, piping, structures, and utility connections.
Develop complete cost estimates covering labor, materials, equipment, subcontractors, and general conditions.
Lead the full estimating lifecycle from bid strategy through final proposal submission.
Prepare accurate estimates for public wet utility projects, including water, sewer, and storm drain systems.
Estimate projects involving pump stations and treatment facilities, including mechanical piping systems.
Solicit, review, and evaluate vendor and subcontractor pricing for competitiveness and scope coverage.
Prepare and submit timely bid proposals and RFP responses.
Collaborate with project managers and field teams to ensure constructability and scheduling alignment.
Attend pre-bid meetings and conduct site walks to evaluate site conditions.
Maintain historical cost data and update unit pricing based on market trends.
Support post-award activities including budgeting, value engineering, and change order pricing.
Qualifications
High school diploma or GED required; degree in Construction Management, Civil Engineering, or related field preferred.
Minimum 5 years of hands-on estimating experience in wet utilities or heavy civil underground infrastructure.
Proven experience estimating water, sewer, and storm drain systems.
Strong ability to read and interpret civil plans, profiles, and municipal specifications.
Proficiency with Bluebeam, Excel, Agtek, HCSS, or similar estimating tools.
Knowledge of prevailing wage, union labor rates, and California public works bidding.
Excellent analytical, organizational, and communication skills.
Valid California Driver's License and ability to visit job sites as required.
