Unemployment Insurance Claims Analyst

We are looking for an Experienced Unemployment Insurance Claims Analyst for our Partners Personnel Corporate office in Santa Barbara, CA.The Unemployment Insurance Claims Analyst is responsible for managing and optimizing the company’s unemployment insurance (UI) claims strategy across all states of operation. This role partners closely with internal HR, field operations, payroll, and an external UI claims vendor to respond appropriately to State Unemployment Insurance (SUI) requests.The Analyst will develop working knowledge of UI statutes, benefit charging methodologies, experience rating formulas, and appeals processes in every state in which the company operates.ResponsibilitiesClaims Strategy & Execution:Review and analyze all new unemployment claims to ensure timely and appropriate responses.Ensure documentation aligns with state-specific eligibility criteria and separation standards.Partner with managers to improve separation documentation quality and hearing preparedness.Vendor Management & AccountabilityServe as primary liaison with UI claims vendor on UI claims matters.Monitor vendor performance against KPIs.Conduct recurring performance reviews with vendor; escalate gaps and require corrective action.Audit vendor-submitted responses and hearing preparation materials for accuracy and completeness.Data Analytics & ReportingTrack and report weekly and monthly metricsIdentify adverse trend driversModel projected SUI rate impact based on current charge activity.Compliance & Multi-State ExpertiseMaintain foundational understanding of UI statutes across all operating states.Monitor legislative and regulatory updates affecting chargeability, base periods, and tax rates.Ensure adherence to response deadlines, appeal timelines, and documentation standards.Operational PartnershipPartner with HR and field leadership to support training initiatives to improve front-line documentation and manager readiness for hearings.Required QualificationsUnemployment insurance claims management experience (multi-state preferred).Demonstrated success improving protest rates and win rates.Working knowledge of state UI eligibility standards and experience rating systems.Strong analytical skills with ability to interpret charge statements, benefit summaries, and tax rate notices.Advanced Excel proficiency; ability to analyze large datasets and model rate impact.High attention to detail and deadline discipline.Preferred QualificationsExperience in high-volume, multi-state environments (staffing, retail, healthcare, hospitality, or similar).Experience partnering with third-party UI administrators.
