Job Type: Full-Time (FTE) or Key Personnel ConsultantLocation: Hybrid Northern Virginia / Centreville, VA; on-site workshops and interviews as neededClearance / Access: Public Trust or equivalent background check preferredExperience Level: Senior (8 12+ years)Primary DomainBusiness analysis, process improvement, digital transformation, stakeholder engagementPosition OverviewThe Utilities Senior Business Analyst serves as the functional lead responsible for translating operational and business needs into requirements, process improvements, and roadmap deliverables.This role bridges departments such as operations, maintenance, laboratory, engineering, finance, HR, and IT to identify pain points, document workflows, and define future-state processes.The focus is on ensuring technology improvements align with how UOSA employees actually work.Key ResponsibilitiesStakeholder Engagement & RequirementsConduct interviews, workshops, and process walkthroughs Document pain points and inefficiencies Develop functional and non-functional requirements Maintain traceability to business value Process AnalysisMap current-state workflows Identify automation and digitization opportunities Develop future-state processes and user stories Digital Maturity & RoadmapSupport digital maturity assessment Analyze gaps and adoption barriers Translate findings into roadmap initiatives Governance & AdoptionSupport prioritization frameworks and KPIs Define intake and approval processes Develop training and adoption materials Required QualificationsEducationBachelor's in Business, IT, or related field Experience8+ years in business analysis or process improvement 3+ years in utilities or public-sector environments Experience with requirements, workflows, and roadmap development Required SkillsRequirements elicitation, process mapping, user stories BPMN, Lean, Agile, or Six Sigma methodologies Familiarity with Microsoft 365, Power BI, ERP, LIMS, GIS Preferred QualificationsUtility or public works experience Experience with Power Platform, document management, automation Certifications: CBAP, PMI-PBA, Lean Six Sigma, Scrum Measures of SuccessClear process documentation Requirements aligned to business value Prioritized digital initiatives Reduced ambiguity for implementation
