Water Treatment Plant Supervisor

Water Treatment Plant Operator This is responsible technical and supervisory work in the operation of the City's water treatment plant. Work involves responsibility for setting and maintaining water quality and production goals, implementing and monitoring daily operations, planning and scheduling personnel, and the preparation and filing of required reports. Work is performed with considerable independence under the general direction of the Utilities Superintendent. Work is reviewed through conferences, reports, and observation for results obtained.Plans and supervises the operation of the water treatment facility; conducts daily inspections of raw water intake and pumping station, treatment facility, and domed reservoirs; insures operational compliance with State and Federal EPA and Department of Public Health standards. Orchestrate and foster open communication with regulatory officials. Supervises the laboratory analysis of drinking water; directs the adjustment of treatment methods to improve plant efficiency. Insures treatment operators receive proper training and instruction in the operation of treatment facilities; reviews work performance. Maintains inventory of materials, parts, and equipment; monitors the use of chemicals; prepares purchase requisitions. Reviews daily operation reports; prepares monthly operations reports; prepares activity reports; assists in the preparation of annual budget. Establishes and maintains a program of public relations; conducts tours of the treatment facility. Directs the work of subordinates; exercises control of work through inspections, review of reports, and conferences; assists subordinates with the operation of the plant; recommends personnel actions; evaluates personnel. Maintains a safe work environment for employees; helps develop standards and procedures for safe work practices; instructs employees on safe work practices. Provides effective and efficient customer services and promotes and maintains responsive community relations. Assists the utilities maintenance division with main break bacteriological sample collection and analysis; communicates results with regulatory agencies. Assists utilities maintenance division with related water supply issues. Performs other related duties as assigned.Graduation from a four year college or university with courses in biology, chemistry, or environmental science, or a related field; considerable experience in water treatment and distribution including supervisory experience; or any equivalent combination of training and experience that provides the following knowledge, abilities, and skills: Thorough knowledge of the methods and techniques of potable water treatment facilities. Thorough knowledge of laws and regulatory codes and requirements applicable to water treatment and water quality. Considerable knowledge of the principles and practices of personnel and employee/labor relations. Knowledge of the chemical and physical processes of the water treatment plant. Knowledge of the methods, materials, and tools of the mechanical trades. Ability to supervise the work of subordinates. Ability to supervise the operation of water treatment facilities. Ability to supervise the chemical testing and analysis of water. Ability to prepare concise computerized reports detailing plant operations. Ability to respond to emergency situations 24 hours a day. Ability to establish and maintain effective working relationships with others. Ability to analyze complex operating data and to make changes accordingly. Possession of a Class A water treatment plant operator's certificate from the Illinois Environmental Protection Agency. Possession of a valid Class D Illinois vehicle operator's license or an equivalent license issued by the employee's state of residence.Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts; and is occasionally exposed to wet and slippery surfaces, humid conditions, extreme cold and heat. Additional Information Selected candidates must meet a residency requirement, which includes living in the state of Illinois or Iowa and must maintain a 60-minute response time.
