Director-Design and Construction Major Capital

Job TitleProvides strategic leadership and operational oversight for the planning, design, and execution of capital construction, renovation, and infrastructure projects across the organization's facilities portfolio.ResponsibilitiesEssential Functions:Leads, mentors, and manages multiple project management teams responsible for capital and major maintenance projects; Establishes clear performance expectations, workload priorities, and professional development plans for project managers.Participates in hiring, performance evaluations, and succession planning for staff; Fosters a culture of accountability, collaboration, safety, and continuous improvement.Ensures consistent application of project management methodologies, design standards, and construction best practices; Ensures designs meet organizational standards, regulatory requirements, sustainability goals, and operational need; Enforces alignment with WellSpan requirements and standards.Reviews and approves project scopes, schedules, budgets, risk assessments, and delivery strategies. Provides oversight of project budgets, cost forecasting, change management, and financial reporting.Provides executive-level oversight of design and construction activities from concept through closeout; Monitors project performance metrics and intervenes as needed to resolve issues related to cost, schedule, quality, or risk.Supports development and execution of the multi-year capital plan in coordination with facilities leadership and organizational stakeholders; Assists in prioritizing projects based on strategic goals, facility needs, risk, and funding availability.Ensures compliance with procurement policies, funding requirements, and contractual obligations.Champions quality control and quality assurance processes throughout design and construction.Coordinates with user groups, operations and maintenance staff, finance, risk management, and other internal partners; Builds effective relationships with architects, engineers, contractors, inspectors, and authorities having jurisdiction.Oversees compliance with applicable codes, regulations, environmental requirements, and organizational policies; Ensures construction safety standards and risk mitigation practices are implemented and enforced.Promotes employee engagement and professional development for all staff.Common Expectations:Ability to evaluate personal and team priorities and redirect as necessary to meet expectations.Provides outstanding service to all customers.Fosters teamwork within Design & Construction, Facilities and project support teams.Travel Requirements:Estimated Amount: 20% - Travel as needed.QualificationsMinimum Education:Bachelors Degree In Architecture, Engineering, Construction Management, or a related field. RequiredMasters Degree PreferredWork Experience:15+ years Experience in facilities design and construction, including large-scale capital projects. Required and5 years Experience in higher education, healthcare, government or large institutional environments. RequiredDriver's License Statement:Must possess a valid driver's license in the current state of residence.
