The Maryland Department of Transportation's Maryland Transit Administration (MDOT MTA) is seeking a Deputy Chief Operations Officer (COO) for Bus Operations. The right leader will be responsible for managing Bus Transportation, Bus Maintenance, Service Development, and Field Supervision. The Deputy COO- Bus Operations impacts the MTA's organizational success by:Providing management oversight of the day-to-day local bus operational functionsContributing to long-term decisions regarding the provision of public transportation with insight into operational/functional impactsEffectively managing assigned operating resources and capital assets to support the MTA in providing efficient transit service throughout Maryland. The Deputy COO- Bus Operations contributes to short-term and long-term planning to ensure that the MTA can manage assigned operating resource and capital assets and respond to operational issues and meet program objectives to provide safe and efficient customer service and to support a diverse customer base throughout Maryland. This position has direct responsibility for the following Offices: Bus Transportation is responsible for ensuring that safe and efficient transit services are consistently delivered to customers and involves the oversight of the four Bus Divisions (Bush, Eastern, Kirk and Northwest) with a workforce of approximately 1300+ union workers which include Bus Operators, Dispatchers, Secretaries, Porters and Vault Pullers. Bus Maintenance is responsible for planning, coordinating, scheduling and directing the MTA bus maintenance efforts to encompass all bus vehicle structural and mechanical components, including machine shop repair work, service and inspection. Service Development is responsible for the coordination, development, evaluation, operations planning and advancement of all permanent service schedules including data collection and analysis, community outreach, implementation and follow-up monitoring all service schedules, bus stops, service patterns and service on a permanent basis based on customer needs and resource constraints. Field Supervision is responsible for the planning, directing, coordinating and overseeing all street supervision related to the operations, safety and monitoring of service for Bus Supervision / Mobility Supervision - supervision of department personnel, operators, contractors, and equipment and transit facilities. QualificationsEducation & Experience: Possession of a Bachelor's degree from an accredited four-year college or university; plus, ten (10) years of progressive experience in public transportation management (preferably multi-mode operations), with at least five (5) years of this experience at the executive and/or senior management level including supervision of direct reports. Two (2) years' experience in a union environment and in-service provision that includes planning daily, weekly and longer work scheduled of revenue vehicles, during operating shifts is highly preferred.The ideal candidate will be thoroughly abreast of the transportation/transit trends, transit initiatives, and emerging transit projects globally, nationally and within the local communities.
