Senior Business Analyst Tester

We're currently seeking an Programmer Analyst 6 (Senior Business Analyst Tester). Candidates should be located within a commutable distance from Lansing, MI. Relocation for this position is not an option. The role follows a hybrid work model, with no provision for a fully remote arrangement. POSITION JUSTIFICATION: As a lead, the resource participates in a variety of assignments that provide for the enhancement, integration, maintenance, and implementation of projects. The resource also provides application oversight to business analysts in the team that support other applications in Vital Records. Not having a resource on staff will delay ongoing and future project work within the BEPESoC area and lead to DTMB inability to deliver on prioritized enhancements and maintenance from our Vital Records partners. POSITION SUMMARY: Write high level functional requirement documents. Perform business requirements analysis conduct gap analysis and develop well defined detailed functional requirements. Execute full software development life cycle (SDLC) including experience in gathering requirements. and writing functional/technical specifications for complex projects. Develop functional design documents and work with stakeholders for review and approval. Develop user stories and task breakdowns for agile development projects. Experience developing, prototypes, mockup for users review and approval. Exposure to flowcharts, screen layouts and documentation to ensure logical flow of the system requirements. Experience working on agile projects. Assist with Enterprise Architecture Solution Assessment (EASA), Hosting document and Firewall Rules. Assist with design and documenting IT solutions that are State of Michigan standard technology. Draft Local Change Board documents. Draft documentation for Request for Information (RFI) and Request for Proposal (RFP) such as IT Readiness Checklists. Design, develop, and implement test plans and test reports for applications or subsystems. Create or collect test data and execute approved tests to determine the accuracy of program logic to produce desired results. Assist with UAT Testing, Test cases, Post Implementation testing. Assist in differentiating between defects and new requirements. Provide defect tracking log entry information. Assist with implementation of Request for Change (RFC - application changes, infrastructure changes, etc.). Maintain/update system documentation because of system upgrades. Monitors applications during peak production times. Provide application support for business client applications that are maintained by DTMB. Delivering product and service based upon the core concepts of business analysis. Lead and Support development teams in technical questions of continuous integration/continuous delivery, and delivery organizations. Design, develop, test, and implement build scripts to support build automation and CI/CD. Lead and support ongoing analysis of the software releases from end-to-end, keeping a schedule to track releases. Work with the Build team to develop release processes, including rollback strategy when required. Design and implement application security that complies with State of Michigan policies. Provide IT production operation support for critical system(s) based on business schedule and needs. SKILL DESRIPTIONS: 8+ years of business analysis experience for complex computer systems. 8+ years of developing functional requirements for development projects. 8+ years of developing and implementing test plans and test cases. Over 5+ years implemented Agile development processes including test driven development. Over 8+ years of creating, updating, and maintaining systems documentation. Over 8+ years of creating training plans and materials. Experience with Azure DevOps or similar requirements and test case tracking application. Experience working with HIPAA Data.
