Project ManagerOnsite, Tallahassee, FL1 year contact, potential for two 1-year extensionsWe are seeking a Project Manager to lead the integration and transition of legacy financial business systems to a cloud-based, modern enterprise financial management solution. This highly visible role requires managing all phases of a large, complex IT system replacement project, including planning, stakeholder engagement, process remediation, testing, deployment, and training. The Project Manager will oversee a multi-disciplinary team and collaborate closely with both agency and external project stakeholders.Responsibilities:Oversee end-to-end project management, including planning, execution, control, risk and issue tracking, change management, and project close-out.Serve as the single point of contact for project status, communication, and escalation.Manage and direct a team comprising a Systems Analyst and Oracle EBS Functional Consultant.Collaborate with leadership, IT teams, business users, and external partners to coordinate activities and ensure project alignment.Analyze and document technical and business requirements, develop test and deployment plans, and manage remediation of impacted processes, workflows, and systems.Lead Joint Application Development (JAD) sessions to gather and finalize requirements.Maintain project schedules, action logs, risk registers, communication plans, and other project artifacts.Monitor deliverables, contractor performance, and ensure compliance with relevant policies, standards, and technical specifications.Develop and execute training, testing, quality assurance, defect management, and knowledge transfer plans.Provide detailed and summary project status updates, prepare required documentation, and present findings or recommendations to various audiences.Support budget monitoring and reporting, adhering to approval guidelines and timelines.Deliverables:Project plans, status reports, and schedules (bi-weekly)Risk and complexity assessmentsRequirements Traceability Matrix (RTM)Design documents, data conversion, and system security plansUser acceptance criteria, test plans, and test summary reportsDeployment, implementation, and training plansCommunication plan, decision/action/issue/change logsProject close-out report and lessons learned documentationOperations & maintenance plan, and knowledge transfer documentationMandatory Qualifications:Bachelor's degree in Computer Science, Business Administration, or related IT fieldProject Management Professional (PMP) certificationMinimum 7 years managing large-scale IT projects, including at least 3 full lifecycle Oracle EBS R12 implementationsExperience leading projects across all phases of the software development lifecycle (SDLC)Background managing IT projects valued at $2M–$10MAbility to direct IT teams with diverse skills (business analysts, developers, architects, and support staff)Proficiency with Microsoft Project for detailed project schedulingExperience with both Waterfall and Agile project management methodologiesStrong business analysis, stakeholder engagement, and facilitation (including JAD sessions)Proven ability to present and report to various audiencesExcellent oral, written, organizational, and interpersonal skillsPreferred Qualifications:Experience with government, law enforcement, or public safety IT projectsMaster's degree in Computer Science, Business Administration, or related IT fieldExperience leading Oracle EBS R12 development or data conversion projectsFamiliarity with Oracle EBS ERP modulesAll qualified applicants will receive consideration for employment without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, disability, or protected veteran status.
