The Program Manager Business Specialist is responsible for leadership and successful execution for a group of developers responsible for performing complex analysis, design, development, integration, testing, and debugging of software. The role is responsible for overseeing all updates, enhancements and maintenance for systems applications that support federal agencies. Responsible for delivering high-quality solutions on schedule and on budget. Must be extremely customer focused and committed to providing excellent customer service. Serves as the primary point of contact for the client on all issues related to the project. Will be expected to perform technical writing as needed. Work under general to little supervision and assist with other company efforts. This position will oversee the general performance of assigned contracts, will supervise project managers as they execute daily work activities, and will be the liaison with the end customer and in some instances maintain the relationship with the Contracting Officer Representative (COR).

Salary: $140,000 - $160,000
Duties:
Provide a single point of accountability for delivery of services.
Work closely with the ICAM Section, OCIO Hosting Division, and DOI Access CAB members to manage all development, maintenance, enhancement and operations work using software development lifecycle best practices.
Proficient in ICAM Technologies and Standards: Strong expertise in implementing and managing Identity, Credential, and Access Management (ICAM) solutions, including Single Sign-On (SSO), Multi-Factor Authentication (MFA), and Privileged Access Management (PAM). Deep understanding of relevant standards such as SAML, OAuth, OpenID Connect, and FIDO, ensuring secure access to sensitive systems and data.
Experience with Identity Lifecycle Management: Proven ability to develop and maintain identity lifecycle processes, including provisioning, de-provisioning, and role-based access control (RBAC). Familiarity with enterprise identity governance tools (e.g., SailPoint, Okta, or Microsoft Azure AD), ensuring compliance with organizational security policies and industry regulations.
Practice project management, change control management and testing during DME efforts to ensure:
Deployment of high-quality code that accurately meets the requirements
Successful releases without introduction of unexpected problems
Minimal need for emergency/ corrective maintenance
Minimal need to fix the same issue multiple times
Enforcement of Source Code management
Maximum value out of limited IT budget resources
Ensure System is designed and operated in compliance with the security and privacy government policies:
Develop and maintain Access system documentation such as Solution Architecture Document, Technical Design Document, Test Plans for each release, Release Notices for each release, Capacity Plan, Operations and Maintenance Manual, Track project pipelines
Create training documentation
Responsible for staying current on Cybersecurity related topics to provide topical and up-to-date advice to the company and its customers.
When requested, provides consulting and direction to ensure internal systems are configured properly and secure.
Participates as a member of the capture, proposal, and pricing teams
When necessary, acts as the defined Point of Contact in functioning as a liaison with the Contracting Officer Representative (COR) and Contract Technical point of contact.
Develops and coordinates delivery of regular project status reports to management.
Update on any problems or potential problems as well as contract expiration.
General work activities may include, but not limited to: Reviewing and approving employee time to ensure payroll and client billing is accurate, supervising employees, provide guidance to the assigned contract lead.
Manage quality of employee productivity, as required, in the contract’s performance requirements and outlined in the Quality Management Plan, as appropriate.
Review financial statements related to the contract. Utilizes financial data to improve profitability.
Work closely with Contracts Manager to maintain favorable contract compliance.

Minimum Qualifications
US Citizen
Bachelor's degree from four-year college or university in IT or related field or equivalent combination of education and experience.
Required at least five years’ experience in managing, coaching, and recruiting staff.
Experience writing proposals and bidding on government contracts.
Must be able to pass Level-5 (Public Trust) security requirements. Secret security clearance a plus
Must have recent government contractor or federal experience within the past 3 years.
Full and complete understanding of the IT project management discipline including all phases of the Software Development Life Cycle
Preferred Qualifications:
Experience working within the government sector relevant to program management.
Knowledge of the SBA, 8(a) program, SCA, CBA and other government related programs.
PMP (Project Management Professional) certification or ITIL certification
Experience managing virtual teams is desired.
