Civil Engineering Regional Leader

Direct and manage regional administrative operations, including office coordination, resource planning, and approval of expenditures in alignment with the region’s financial plan. Maintain accountability for operational performance, staffing, and overall regional effectiveness. Collaborate with Discipline Leaders and Human Resources to address personnel issues, identify staffing needs, and lead recruiting, hiring, and onboarding efforts. Directly manage and develop regional staff, including Area Managers, Client Service Managers, and administrative team members (as applicable), with responsibility for performance management, goal setting, and ongoing staff developmentSales & Business Development Leadership: Serve as the firm’s primary representative across Illinois, maintaining key client relationships and acting as the face and voice of Lochmueller Group with agencies, partners, and stakeholders. Identify market opportunities and develop and execute regional business plans to drive growth across all service lines. Lead pursuit strategy, including teaming decisions and final go/no-go recommendations, in coordination with marketing and technical leadership. Maintain accountability for regional sales performance, market share growth, and achievement of revenue goals. Promote the firm’s services through active participation in industry events, professional organizations, and community engagement, while expanding brand awareness and developing long-term client relationshipsProduction & Delivery Leadership: Partner with Discipline Leaders and Department Managers to ensure appropriate workload distribution, resource allocation, and staff utilization across the region. Monitor regional performance to maintain productivity and billable utilization. Reinforce and ensure consistent implementation of QA/QC practices and collaborate with leadership to resolve project delivery, quality, or client concerns. Provide mentorship and leadership to project teams to support production excellence, operational consistency, and professional developmentGrowth & Strategic Leadership: Lead and contribute to long-term growth planning for the Illinois region, including identification of emerging markets, service expansion opportunities, and strategic hires. Collaborate with senior leadership to align regional strategies with company-wide objectives and drive execution of strategic initiatives. Maintain accountability for positioning the region for sustained growth, improved market presence, and overall business performanceQualifications for this role: Bachelor’s or Master’s Degree, preferably in Civil Engineering, Environmental Science, Project Management, or a related fieldProfessional Engineer (PE) license is not necessary but helpfulTypically requires 15+ years of progressive experience in civil engineering, environmental services, or a closely related field with demonstrated leadership, networking, and business development capabilitiesIDOT project experience strongly preferredDemonstrated success increasing market share within a discipline or geographic area. The stated salary range is an estimate and may be adjusted in accordance with the qualifications and professional experience of the successful candidate.
