Programmer Analyst III

About the RoleAvsar Construction is seeking an experienced Programmer – Analyst III to provide advanced network administration, systems support, cybersecurity, and IT operations for complex construction program environments. The successful candidate will support computer network administration and operations across a central Program Management Office (PMO) and multiple project sites, ensuring the reliable performance, security, and availability of network infrastructure, servers, applications, communications hardware, and end-user systems. This role requires strong technical expertise in network and systems administration, Windows servers, virtualization, cloud architecture, cybersecurity, network security, disaster recovery, and enterprise IT infrastructure. The Programmer – Analyst III will troubleshoot complex technical issues, manage network devices and security systems, support Level 2 and Level 3 helpdesk functions, coordinate IT projects, and work closely with internal teams, vendors, site personnel, and other stakeholders to maintain secure, reliable, and efficient technology operations.Key ResponsibilitiesConfigure, manage, maintain, and troubleshoot physical and virtual network environments, including servers, operating systems, storage, routers, switches, firewalls, Wi-Fi access points, and other network devices.Install, configure, test, and upgrade operating systems, application software, network infrastructure, and server environments while ensuring system availability and uptime.Proactively monitor network and system infrastructure, investigate performance issues, conduct root cause analysis, and implement corrective actions to maintain reliable operations.Manage assigned IT infrastructure projects and coordinate with IT teams, project personnel, vendors, site staff, and other stakeholders to complete work within established requirements and deadlines.Maintain and support network security systems, including firewalls, VPNs, ACLs, IPSEC, SSL, access controls, vulnerability management, and cybersecurity threat response.Develop and maintain disaster recovery procedures, contingency plans, SOPs, system documentation, and technical reports to support operational continuity and compliance.Provide Level 2 and Level 3 technical support, responding to complex network, server, application, and end-user issues and providing timely technical assistance.Support and administer Microsoft Windows/Windows Server, Active Directory, Entra ID, Office 365, SharePoint, VMware, Hyper-V, cloud environments, backup/recovery systems, and PowerShell automation.Evaluate network technologies, design and maintain network topologies, and recommend infrastructure improvements that enhance performance, reliability, security, and scalability.Research emerging technologies and provide technical recommendations while supporting network installations, upgrades, expansions, modifications, and ongoing infrastructure improvements.Required QualificationsExperienceMinimum of seven years of applicable systems and network administration experience involving enterprise network infrastructure, servers, operating systems, security systems, and technical support.Demonstrated experience configuring, maintaining, troubleshooting, and upgrading network infrastructure, servers, firewalls, routers, switches, wireless systems, and virtual environments.Experience with Microsoft Windows and Windows Server environments and Internet protocols, including DNS, DHCP, SMTP, HTTP, HTTPS, and SFTP.Experience with Microsoft Active Directory Services, Entra ID, Office 365, and SharePoint management and support.Experience with VPN appliances and Cisco Meraki appliances, as well as enterprise network security technologies.Working knowledge of enterprise antivirus solutions, CrowdStrike, Zoom Administration, Microsoft Teams, VPNs, ACLs, IPSEC, and SSL.Experience supporting websites, intranets, and SharePoint environments, including PowerShell scripting and automation.Experience with VMware, Hyper-V hypervisors, cloud architecture, cybersecurity, and privacy principles.Experience with Rubrik Backup and Recovery, Nessus, Splunk, and related security, monitoring, and disaster recovery technologies.EducationBachelor’s degree in Computer Science or a related field from an accredited four-year college or university.Additional qualifying professional experience may be substituted for the required education on a year-for-year basis, consistent with applicable requirements.Certifications – PreferredCompTIA Network+Cisco CCNACompTIA Security+Cisco CCNP EnterpriseOther relevant network administration, cybersecurity, cloud, or systems administration certifications are desirable.Knowledge, Skills & AbilitiesComprehensive knowledge of enterprise network administration, systems administration, network architecture, cybersecurity, server infrastructure, virtualization, cloud environments, and IT operations: Strong working knowledge of Windows and Windows Server environments, network protocols, directory services, enterprise applications, and network security technologies.Ability to configure, troubleshoot, maintain, and optimize routers, switches, firewalls, wireless access points, servers, VPNs, and other network infrastructure.Strong understanding of cybersecurity, vulnerability assessment, threat prevention, access control, privacy principles, backup and disaster recovery, and incident response.Ability to conduct root cause analysis, troubleshoot complex technical problems, evaluate system performance, and recommend effective corrective actions.Experience developing technical documentation, system configuration procedures, SOPs, reports, and training materials.Ability to research and evaluate emerging technologies and recommend solutions that improve performance, reliability, security, scalability, and operational efficiency.Strong project coordination and organizational skills, including the ability to manage multiple technical assignments and competing priorities while meeting established deadlines.Demonstrated ability to communicate effectively with IT professionals, administrators, project teams, vendors, site personnel, and non-technical stakeholders.Excellent troubleshooting, analytical, investigative, and problem-solving abilities with strong attention to detail.Ability to explain complex technical concepts and recommendations in clear, user-friendly, and non-technical language.Strong collaborative and team-oriented skills, with the ability to share knowledge, support colleagues, and contribute to the development and improvement of IT procedures and systems.Preferred ExperienceExperience providing IT support for a large construction bond program, capital improvement program, or multi-site construction environment.Experience supporting IT
