Data Steward

Data Strategy Manager Develop, implement and manage data strategies that optimize data quality to improve standardization and business information value derived from enterprise data. Develop, co-author and maintain data governance standards, rule books, policies and other meta data to support master and transactional data management for enterprise systems. Manage business, process and IT team activities to support conversion of data from multiple sources into a single system. Design and implement training material and interactive user guides for end-users, data stewards and IT business analysts. Manage and perform data cleansing, de-duplication and harmonization of data across and within enterprise systems. Identify, analyze, and interpret trends or patterns in complex data sets and develop graphs, reports, and presentations of results. Manage data quality audits, generate reports and dashboards. Convert business rules from data stewards into technical rules for data quality analysis and management. Raises potential data integrity or regulatory compliance issues to the businesses. Prepare effective presentations (verbal and written) for project teams and business leaders. Bachelor's degree in Computer Science, Business, or Engineering or equivalent work experience. At least 5 years of demonstrated experience in working with data quality, metadata management, master data management (MDM) or data governance initiatives. At least 5 years of experience in providing data analysis, identifying data related business needs and providing practical and workable solutions. Experience in an industry recognized Master Data Management software suite is highly desired. IBM Initiate and Inspector preferred. Demonstrated experience presenting technology recommendations from a business perspective. Ability to manage a complex workload that includes multiple tasks and conflicting priorities with minimal supervision. Skilled in conceptualizing, documenting and presenting creative application solutions. In-depth knowledge of Health and Human Services (HHS) industry and key business processes. Creative problem-solving aptitude. Comfortable working at low levels of detail, examining data and trends in values to understand variations and seek the root causes, to legitimize the trend or classify it as a data governance issue. Understanding of how data is used within business processes and its impact on desired business process outcomes. Awareness of the security, privacy and quality requirements for critical data entities. Experience with data analysis techniques. Solid project management skills, to guide both point-in-time and ongoing targeted data quality, retention, security and privacy improvement projects. Education and training related to business process improvement and its desired business outcomes, and quality-assurance methods (for example, popular quality-oriented methodologies such as Six Sigma), are preferred.
