These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.Our Culture We embrace a culture of learning, collaboration, innovation, and well-being, where open communication drives our impact.About The RoleThe Bureau of School Health is seeking a project manager to lead development initiatives on bi-directional data exchange with external clinical partners. The project is from the ground up and the project manager will be part of the greater MIS team. This role involves collaborating with stakeholders, external technical partners to develop specifications for the development and data team. The project manager will plan the project schedule, resolve issues, interface with key collaborators, document the solution, provide insight and ensure project data quality and milestones are on track.About The ProgramThe Office of School Health MIS unit maintains student clinical records in an electronic health record system to support the work of 1,200 school nurses and Asthma case managers in caring for 1M New York Public School Students. As part of the support initiatives, DOHMH is partnering with the Department of Transportation as part of congestion planning, to improve outcomes of students having Asthma. A data exchange system with external clinical systems such as Health and Hospitals and Private NYC hospitals on student Asthma clinical data will improve student care.ResponsibilitiesEvaluate business needs and goals and assess for feasibility.Determine resources required to meet goals.Create and document specifications, data processes and work plans and collaborate with stakeholders.Coordinate development work with stakeholders and internal IT members on project needs.Ensure deliverables meet specification requirements.Work with multiple external data partners to implement shared or custom project plans.Ensure projects are on schedule and resolve issues.Conduct standard meetings with the team to review project plans and progress. Participate and manage user acceptance testing and work quality.Monitor data quality and work closely with program staff to refine data collection.Contribute to the planning, development, and implementation of program evaluation and research activities.Collaborate with developers and Database administrator to Data architect systems.Other duties as assigned to support the overall goals and mission of the department/ organization. RequirementsBachelor`s Degree in Computer Science, Data Science, Information Systems or a related field preferred.Preferred Project manager certification3+ years’ experience and success in project management3+ years’ experience with HL7Database modeling experience with HL7Preferred experience with FHIRExperience with data exchange protocolsExperience with electronic medical record systems such as EPIC or eClinicals.Working knowledge with SQL server, SSIS, Stored ProceduresStrong analytical skills and experience and health-related data systems.Other data processing languages such as Python is a plus.Proficiency in Microsoft Office Suite (Excel, Word.
