For the measurement and evaluation function, responsibility for the management, implementation, and reporting (both internal and external) of the evaluation plans for the energy efficiency programs, including making recommendations for program modifications / enhancements. Manage and implement emerging technology programs and pilots to determine potential for inclusion in future energy efficiency portfolios. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.Primary DutiesPRIMARY DUTIES AND ACCOUNTABILITIESModel and analyze energy efficiency measures and design and model energy efficiency programs for cost effectiveness and inclusion in the Company's Energy Efficiency Portfolio Manage the portfolio and program evaluations, both process and impact, on the various energy efficiency programs and make recommendations to enhance the programs viability going forward Manage and implement emerging technology programs and pilots to determine feasibility and viability for inclusion in future energy efficiency portfolios Develop and maintain expertise in the energy efficiency / demand side management field to ensure that PECO plans are up-to-date on industry trends andJob ScopeJOB SCOPEAnalyze and model energy efficiency / DSM technologies and services for cost-effectivenessMeasure and Evaluate the energy efficiency programsDevelop and manage Request for Proposals for program administrators and evaluatorsPerform analysis, prepare reports, and develop and deliver presentations related to energy efficiency, DSM, program design and program evaluationsPOSTING NOTEThis position requires a strong understanding of EM&V methodologies, including impact evaluation, measurement, and verification techniques such as sampling design, realization rates, baseline development, and net‑to‑gross analysis and experience translating technical EM&V findings into clear, concise written and verbal communications for a range of audiences, including management and external stakeholders Minimum QualificationsMINIMUM QUALIFICATIONSBachelor's degree in a relevant field (e.g., science, engineering, public policy or business) AND 4-7 years relevant electric utility experience, primarily in technology assessment, program modeling and cost-effectiveness, measurement and evaluation, and/or performance management, OR in lieu of a bachelor's degree, 6-9 years of relevant experienceDemonstrated strong analytical skillsStrong communication skills, both written and oral; ability to work in a team atmosphere with both internal and external membersPreferred QualificationsPREFERRED QUALIFICATIONSExperience performing Evaluation, Measurement & Verification (EM&V) for utility‑administered energy efficiency and or demand response programs, including residential and commercial & industrial (C&I) sectors (prescriptive and custom measures)Strong understanding of EM&V methodologies, including impact evaluation, measurement, and verification techniques such as sampling design, realization rates, baseline development, and net‑to‑gross analysisExperience applying engineering principles, energy modeling, or analytical methods to estimate and validate energy and demand savings for electric and gas efficiency measuresFamiliarity with field data collection and on‑site verification activities, including review of installations, operating assumptions, and quality assurance quality control (QA QC) processesWorking knowledge of Technical Reference Manuals (TRMs), deemed savings parameters, and processes for reviewing or supporting updates to savings assumptionsExperience supporting EM&V work under regulatory oversight, including preparation of evaluation reports, responding to data requests, and maintaining evaluator independence and objectivity BenefitsAnnual salary will vary based on a candidate’s skills, qualifications, experience, and other factors: $83,200.00/Yr. – $114,400.00/Yr.
