Workforce Development Manager
*Job Summary*
The Workforce Development Manager is responsible for the daily leadership, performance, and operational excellence of a Business Interface Workforce Education & Employment Center. This position oversees a multidisciplinary team delivering job readiness training, case management, employer engagement, placement, and retention services for adults with multiple barriers to employment, consistent with BI’s trauma-informed, employment-first model. The Manager ensures full compliance with contract requirements, delivers high-quality services, drives performance outcomes (enrollment, engagement, placement, and retention), and builds a professional, welcoming, and structured environment where clients can stabilize, learn, and transition successfully into employment.
*Responsibilities*
* Provide day-to-day leadership of the local Workforce Center, ensuring smooth, compliant, and high-quality operations aligned with BI policies, procedures, and contract requirements.
* Oversee all phases of the program cycle: intake, assessment, job readiness training, job development, placement, and retention services.
* Conduct daily huddles and weekly staff meetings to monitor caseloads, identify barriers, and assign action steps.
* Directly supervise the Workforce Development Trainer, Business Resource Consultant, Retention Specialist, and Intake/Admin Specialist.
* Coach, mentor, and evaluate staff performance; identify skill gaps and implement ongoing professional development.
* Track daily, weekly, and monthly performance using MAR reports, internal dashboards, and contract metrics.
* Ensure timely and accurate data entry into state systems (AWW/AOSOS) and BI’s internal case management database.
* Conduct routine internal audits of files, case notes, attendance logs, and training materials to ensure compliance.
*Experience*
* Bachelor’s degree in Human Services, Workforce Development, Education, Human Resources, Social Work, Counseling, or related field required.
* Minimum of *3–5 years of supervisory experience*, preferably in workforce development, TANF programs, WIOA, social services, or similar human service settings.
* Experience working with underserved populations, individuals with multiple employment barriers, and trauma-affected communities.
* Experience delivering or overseeing job readiness training, career counseling, or case management strongly preferred.

Pay: $50,000.00 - $58,000.00 per year
