Director - Capture and Proposal
Working with Brillient senior leaders and growth executives, you will drive successful capture and proposal activity to win contracts and meet revenue targets. This "player-coach" role manages the full lifecycle - from pre-RFP shaping and qualification through solutioning, submission, and contract award - across Federal Health IT, DHS, Civilian, and DoD markets. You will own win strategies, client relationships, strategic partnerships, and cross-functional teams to increase PWIN and fuel growth across a mix of products, services, and operational support. This position follows a hybrid schedule. Candidates must be local to National Capital Region. Support development of a balanced, multi-year pipeline aligned to strategic growth prioritiesProposal Management: Oversee the full proposal lifecycle ensuring compliance, quality, and alignment with capture strategy through all phases including storyboarding, color team reviews, and final delivery across concurrent pursuits.Solutioning & Teaming: Collaborate with technical SMEs, solution architects, pricing, and contracts leadership to develop innovative solutions; lead teaming and subcontractor coordination effortsWinning Proposal Creation: Craft compelling, evidence-based value propositions and differentiated messaging tailored to client mission objectives, including unsolicited proposalsAI-Assisted Proposals: Lead adoption and optimization of AI-enabled proposal tools to deliver compliant, differentiated proposals and support increased response volume and operational efficiencyLeadership & Execution: Mentor proposal staff, manage budgets, and lead gated bid/no-bid reviews with portfolio and executive leadershipClient Relationship Management: Support executive-level engagement to shape acquisition strategies and influence requirements Required Education & QualificationsBachelor's degree in Business, Communications, Marketing, Government, English, Technical Writing, or a related disciplineMinimum of ten (10) years of progressive experience in federal capture management, proposal management, business development, and/or strategic growth within the federal contracting industryDemonstrated experience leading and supporting competitive federal pursuits across Federal Health IT, DHS, Civilian, and DoD marketsProven success managing the full capture and proposal lifecycle, including opportunity qualification, pre-RFP shaping, solutioning, proposal development, and contract awardStrong knowledge of federal acquisition and procurement processes, including FAR-based solicitations, IDIQs, GWACs, BPAs, and task order competitionsExceptional proposal writing, editing, and communication skills with the ability to translate complex technical solutions into compelling, evaluator-focused contentExperience leading cross-functional proposal teams, coordinating SMEs and partners, and driving compliant, high-quality proposal submissions under tight deadlinesStrategic thinker with strong organizational, analytical, and problem-solving capabilities in fast-paced, deadline-driven environmentsU.S. Citizenship required; ability to obtain and maintain a government security clearance preferred Preferred QualificationsMaster's degree in Business Administration (MBA), Communications, Public Administration, Government, or related fieldAPMP, Shipley, PMP, or equivalent federal capture/proposal management certificationExperience supporting small business federal contractors in high-growth environmentsExperience leveraging AI-enabled proposal development tools and content management platforms to improve proposal efficiency and qualityFamiliarity with federal CRM, pipeline management, and proposal automation tools (e.g., GovWin, Salesforce, SharePoint, Loopio, or equivalent) Brillient is an equal opportunity employer.
