Transfer Opportunity - Candidates must have one year of permanent service as a Rehabilitation Counselor 1, Grade 17, and be eligible for lateral transfer; OR be eligible for transfer via Section 70.1 of the Civil Service Law. To qualify for Section 70.1 transfer, candidates must have at least one year of permanent service in a title within two salary grades of SG-17 and approved for transfer by the Department of Civil Service.. Either 1: two years as a Rehabilitation Assistant 2, Rehabilitation Assistant 2 (Spanish Language), Occupational Therapy Assistant 2, or Physical Therapy Assistant 2 AND a bachelor’s degree in a human service field. Human service field includes disciplines related to the following: addiction studies; child and family studies; communication disorders; community health; education; gerontology; health administration; human services; nursing; nutrition; occupational therapy; physical therapy; psychology; recreation therapy, including art, dance, drama, and music; rehabilitation counseling; social work; and sociology.. As a Rehabilitation Counselor 1, you would provide a full range of rehabilitation/habilitation services to consumers, including psychosocial, competency training, and residential rehabilitation services, and such vocational services as evaluation, training, counseling, placement and support, and special employment programs.

OR Provisional Opportunity – In the event there is not a valid eligible list, candidates who meet the following promotion or open-competitive minimum qualifications may qualify for provisional appointment: Promotion Qualifications: Candidates must be a qualified employee of New York State and have had permanent competitive or 55-b/55-c service as follows: Either 1: two years as a Rehabilitation Assistant 2, Rehabilitation Assistant 2 (Spanish Language), Occupational Therapy Assistant 2, or Physical Therapy Assistant 2 AND a bachelor’s degree in a human service field* or NYS licensure as a Registered Nurse; Or 2: one year as a Rehabilitation Assistant 2, Rehabilitation Assistant 2 (Spanish Language), Occupational Therapy Assistant 2, or Physical Therapy Assistant 2 AND a master’s degree in a human service field.* Open-Competitive Qualifications: Candidates must possess one of the following: Either 1: a bachelor’s degree in a human service field* AND two years of post-bachelor’s qualifying experience;** Or 2: a master’s degree in a human service field* AND one year of post-bachelor’s qualifying experience;** Or 3: a master’s degree in rehabilitation counseling. <ul><li> Human service field includes disciplines related to the following: addiction studies; child and family studies; communication disorders; community health; education; gerontology; health administration; human services; nursing; nutrition; occupational therapy; physical therapy; psychology; recreation therapy, including art, dance, drama, and music; rehabilitation counseling; social work; and sociology. </li><li> Qualifying Experience: You must have professional experience providing vocational, psychosocial, or rehabilitative/habilitative services in an agency primarily serving individuals diagnosed with developmental disabilities, mental illness, or addictions.
