Proposal Summary: The primary goal of the Afghanistan Resilience Trust Fund (ARTF) Third Party Monitoring (TPM) Project is to provide the World Bank and stakeholders with integrated oversight of project implementation performance and compliance with fiduciary standards and requirements, and with the environmental and social safeguard policies and/ or framework as applicable; including the establishment and implementation of monitoring protocols for measuring implementation progress through site visits, validation of project MIS data, and assessments of physical progress, construction quality, deviations and usage of infrastructure. The project will field local Afghan enumerators and engineers to conduct site visit and monitor the completion of World Bank funded projects across the country as well as fielding auditors to review financial compliance. The project will also conduct the fieldwork necessary for the Afghanistan Economic Monitor (AEM), a monthly report on selected macro and micro indicators of the Afghan economy. **Please note: All nationalities welcome for this position. Afghan citizens are especially encouraged.** Position Summary: The Lead Civil Engineer will design protocols for site visits of construction projects, including questionnaires and checklists to ascertain whether construction is being done according to required specifications. The position will then provide training to engineer enumerators on how to use the protocols to conduct site visits. This training will be conducted periodically throughout the life of the project to serve as a refresher or to train new engineer enumerators. The position will also review data collected during site visits and advise on how it can best be presented in reports to the client. This is a short-term, part-time consultancy position with anticipated duration of 2-3 months initially and the potential for annual 2-4 week check-ins over the potential four year life of the project. The position will be remote and will not require presence in Afghanistan, though presence in Afghanistan is preferred. This position is contingent upon award. Responsibilities: Develop protocol, questionnaires and checklists to guide site visits of construction projects. Train engineer enumerators on protocol. Repeat training as needed over the life of the project. Advise on hiring of engineer enumerators. Review data collected via site visits to ensure quality. Advise on how best to summarize data in reports to the client. Be available for questions and issues that arise as site visits are conducted. Qualifications: Master's degree in engineering preferred. Bachelors degree in engineering required. Minimum seven (7) years of relevant experience in construction projects. Practical experience applying engineering expertise in fragile or conflict-affected contexts. Working knowledge of and experience with World Bank construction and environmental protection policies, regulations and procedures preferred.
