Description
GENERAL PURPOSE:
The Parks Specialist assists with the coordination, planning, and execution of maintenance functions and related work for a specific division as required for the City’s Parks and Recreation Department. Duties include assisting with the planning, organizing, and directing of comprehensive maintenance programs, the training of subordinates, and equipment repair. This work is performed under intermediate supervision – the incumbent performs a variety of routine work within established procedures and receives detailed instructions on new projects and assignments; work is reviewed periodically through observation of results and written reports for adherence to established policies and procedures.
Examples of Duties
ESSENTIAL FUNCTIONS (All Divisions):

Additional essential functions that are applicable to specific divisions are outlined below:
Execute work schedule for the Division and provide oversight direction to team.
Assist with training of staff on the proper use of equipment and maintenance practices.
Assist with maintenance and troubleshooting of hand and power tools and other equipment used by the division.
Occasionally work special events, clinics, and other programs during weekends.
Provide budget, procurement, and team member performance input to Division Superintendent.
Respond to inquiries and complaints from residents or customers.
Perform other work as assigned.
ESSENTIAL FUNCTIONS (Lakes):
Operate boats, four wheel drive trucks, sprayers (high pressure & backpack) hose reels, pumps and other equipment in the management of lakes and other waterways.
Perform surveys for invasive, exotic, aquatic plants on lakes up to 500 acres, streams, canals, and wetlands.
Assist in the planning of herbicide treatments for submersed aquatic plant treatments.
Use integrated pest management practices to control noxious weeds, insects, or harmful plant pathogens in aquatic, littoral, and wetland habitats.
ESSENTIAL FUNCTIONS (Maintenance – Irrigation):
Perform proactive system checks on a wide range of sites and report results to the Division Superintendent.
Manage the design, installation, operation, troubleshooting, and repair of complex irrigation systems.
Repair public and private systems damage during city operations.
ESSENTIAL FUNCTIONS (Parks Maintenance – Tradesman):
Assemble, install, and maintain park amenities and playground equipment constructed of wood, metal, or masonry.
Purchase supplies and maintain stockroom for entire division.
Inspect playgrounds and maintenance of those records in accordance with NPSI standards.
ESSENTIAL FUNCTIONS (Parks Landscape):
Assist in the design, installation, and maintenance of a wide variety of landscape and hardscape projects.
Inspect and monitor landscaping at city parks, buildings, and other city properties and report findings to the Division Superintendent.
Use integrated pest management practices to control noxious weeds, insects, or harmful plant pathogens.
Coordinate with other divisions on areas of overlapping responsibility to maximize efficiency and level of service.
ESSENTIAL FUNCTIONS (Parks Athletics):
Assist in the maintenance, preparation, and repair of turf on city athletic fields, lawns, and park land.
Inspect and monitor field conditions and report findings to the Division Superintendent.

ESSENTIAL FUNCTIONS (Golf Course/Turf):
Execute maintenance schedule for the golf course and provide direction and oversight to the team.
Serve as team lead for golf course maintenance activities when the Superintendent is away.

Working knowledge of techniques and procedures used in municipal operations, maintenance, and/or repair.

This position is performed with working knowledge – the incumbent has ability to recall and apply important and commonly-used information from relevant source documents or information in a particular subject field.
KNOWLEDGE, SKILLS, AND ABILITIES (Lakes):
Working knowledge of federal, state, and local regulations governing herbicide and fertilizer use.
Ability to use GPS handheld receivers, fathometers, and aerial imagery to assess and document the coverage of aquatic plants.
Ability to identify a wide range of native and exotic plants.
Experienced in the safe operation of boats including canoes, outboard powered jon boats, skiffs, barges, and airboats.
Must be able to swim.
KNOWLEDGE, SKILLS, AND ABILITIES (Maintenance - Irrigation):
Working knowledge of activities and management phases relating to the installation and operation of irrigation systems including controllers and telemetry.
Working knowledge of federal, state, and local regulations governing water use and/or conservation methods including reuse, low volume irrigation, and consumptive use regulations.
Working knowledge of the diverse irrigation needs of athletic fields, golf courses, lawns, flower beds (raised and at grade), hanging baskets and trees.
KNOWLEDGE, SKILLS, AND ABILITIES (Parks Maintenance - Tradesman):
Working knowledge of carpentry and metal fabricating (welding and plasma cutting).
Working knowledge of general construction practices, local building regulations.
Proficient in the safe use of a wide range of power tools.
KNOWLEDGE, SKILLS, AND ABILITIES (Parks Landscape):
Working knowledge of landscape design principles and use of color.
Working knowledge of federal, state, and local regulations governing herbicide and fertilizer use.
Practical understanding of horticultural practice and the ability to apply best management practices to achieve the goals of the department and the city.
Ability to manage a large plant inventory and to maintain the plants at an optimum state.
Ability to supervise, plan, and effectively execute assignments relating to all types of landscaping projects.

Typical Qualifications
MINIMUM QUALIFICATIONS:
High School Diploma or equivalent (unless otherwise stated below); supplemented by a minimum of three years of experience in relevant positions or other jobs with similar levels of responsibility and overlapping skills.
An equivalent combination of education, training and experience, which provide the necessary knowledge, skills and abilities and other competencies required for the position may be considered.
CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS (All Divisions):
Possess and maintain a valid State of Florida Driver’s License, Class E or higher.
CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS (Lakes):
Must possess and maintain FDACS Aquatics Applicator License.
CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS (Parks Maintenance – Irrigation):
Experience working on irrigation systems.
CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS (Parks Landscape):
Possess and maintain FDACS Limited Turf and Ornamental License.
Associates degree in horticulture or three years professional landscape experience in a field supervisory capacity.
CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS (Parks Athletics):
Possess and maintain FDACS Limited Turf and Ornamental License.

OTHER REQUIREMENTS:
Physical
This is medium work requiring the exertion of 50 pounds of force occasionally, up to 25 pounds of force frequently, and up to 10 pounds of force repetitively to lift, carry, push, pull, and reposition objects.
Ability to traverse about a variety of city facilities/jobsites, with or without reasonable accommodation.
Ability to ascend/descend stairs, scaffolds, and ladders.
Ability to remain stationary at jobsites for extended periods of time and repetitively operate related equipment for repairs/maintenance.
Ability to manipulate objects, demonstrate small, precise movements, and operate necessary equipment such as small hand and power tools repetitively or continuously.
Environmental
Tasks may require frequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous chemicals, etc.
