- All Commonwealth charter teachers must either have an appropriate MA educator’s license or pass required the MTEL(s) including the Communications and Literacy MTEL , Subject Specific MTEL, and the MTEL SEI (Sheltered English Immersion) Endorsement within first year of employment.
